This paper through to the utilization situation of woodland resources, social economic development on the demand of forest land, forest land potential and balance forecast, protection and utilization measures in Linxi county on the analysis and research, get some conclusion as follows:The analysis of forest land resource in Linxi county (1) the characteristics:high percentage of woodland resources; the forest coverage rate is higher (34.77%), and shrub is more (37.61%); the suitable forestland is rich, but the site condition is poor; wild plant and animal species are more, so the resources of landscape are rich; the forestry projects improve the development of economic and environment.(2) the problems:plantation age structure is not reasonable; forestry land utilization rate is low; planting species is unitary, and economic forest resource is not enough; construction project of forestland demand is big, so contradiction between protection and use becomes more serious.Forest land demand:social and economic development need forestland7859.45hm2. Forest land potential:(l) the area compensatory:forest land circulation non-forest mainly comes from degenerated grassland,7161.04hm2during the planning period;(2) the quality improvement: transforming the forestland and bald woodland, and through some means, such as the enclosure, afforestation, increaseing the forest coverage rate and enhancing forest land productivity.Forest land balance:during the planning period, Linxi county social and economic development of the actual demand of forestland＞forest area added. Will requisition area of woodland quantity control to7161.04hm2, make sure to planning the final forestry area is no increase or decrease, keep the forest land supply and demand balance.Forest land protection utilization countermeasures:there will be245944.87hm2forest land, and158800.37hm2forest in Linxi county.Forest coverage rate is43.77%.It will be divided into two functional partitions,the water conservation forest area in the south of Daxing’anling Mountain and sand-fixation fruit forest area in Horqin sandland; it will be divided into two forestland classifications, public welfare forest and commercial forest; it will be divided into two woodland origins, the natural forest and the plantation; it is divided into four protection levels; forest land is divided into five quality levels.
