China’s seed industry is a national strategic and fundamental core industry,and seed source security is related to national security.Compared to plant breeding,animal breeding has a longer cycle and higher cost,and the "bottleneck" problem in the livestock and poultry breeding industry is even more severe,which is the key and key to winning the turnaround battle of the breeding industry.As one of the main core sources of livestock and poultry in China,the protection,utilization,breeding,expansion,and promotion of fine wool sheep breeding resources are important foundations for the sustainable development of the fine wool sheep industry.However,in recent years,the price of wool and meat has dropped rapidly at a ratio of 1:3.The current fine wool sheep subsidies are not enough to make up for the opportunity cost of raising meat sheep for herdsmen.The benefits of raising fine wool sheep are declining day by day.Farmers are forced to switch to meat sheep or "reverse" fine wool sheep,resulting in a conflict between the government’s need to protect fine wool sheep species and quality resources and the herdsmen’s need to maintain their own livelihood.Therefore,the original intention of this study is to dynamically adjust the subsidy standards for fine wool sheep breeding based on changes in the price of wool to meat.This article takes Wushen Banner as the research area to analyze the overview of the breeding and subsidy policy implementation of Ordos fine wool sheep.Through field research,207 households’ data were obtained,and a binary logistic regression model was used to empirically analyze the influencing factors of households’ willingness to raise fine wool sheep.On this basis,the dynamic adjustment of fine wool sheep breeding subsidy standard was studied in depth by cost income method,opportunity cost method and other research methods.Summarize the conclusion and propose corresponding countermeasures and suggestions.Research has found that:(1)35.93% of the total sample households are unwilling to continue raising high-quality fine wool sheep.Most households believe that the current subsidy standards for fine wool sheep breeding are low,and the subsidy standards should be adjusted accordingly based on changes in the price of wool to meat;(2)The scale of breeding,income from fine wool sheep breeding,subsidies for fine wool sheep breeding,and sales channels of fine wool have a significant positive impact on herders’ willingness to breed fine wool sheep;(3)Based on the cost benefit data of 2021,it is calculated that when the price ratio of wool to meat is 1.48,the income balance between breeding fine wool sheep and breeding meat sheep is basically achieved.When the price ratio of wool to meat is between 1.48 and 1.18,the subsidy standard for fine wool sheep breeding should be 0.22 yuan to 46.45 yuan per animal;When the price ratio of wool to meat is between 1.17 and 1,the subsidy standard for fine wool sheep breeding should be 55.9yuan to 89.65 yuan per animal;When the price ratio of wool to meat is between 0.93 and0.71,the subsidy standard for fine wool sheep breeding should be 103.15 yuan to 180.78 yuan per animal.Based on the conclusion,this article proposes the following countermeasures and suggestions: taking the cost and benefit data of fine wool sheep and meat sheep in various regions as a reference,establish a breeding cost and benefit database and corresponding trend chart of wool and meat prices in different regions,take into account the actual sales volume of fine wool sheep and meat sheep,and combine the dynamic adjustment model of fine wool sheep breeding subsidy standards in this article to make a dynamic adjustment plan for fine wool sheep breeding subsidy policies for the next year;Increase subsidies for basic ewes and extreme weather conditions,and adopt more "one card" direct distribution methods to truly benefit fine wool sheep farmers;Further improve the economic benefits of fine wool sheep breeding,promote the transformation of the fine wool sheep industry,and create a regional brand of fine wool sheep;Expand and enrich the channels,methods,and forms of promoting improved breeds,effectively incentivizing herdsmen to engage in the protection of improved breeds of fine wool sheep.
