| The weather index insurance for mutton sheep(WIMS)is the Chinese first animal husbandry weather index insurance policy for the grassland areas and it is the first animal husbandry insurance product that combines weather index with the cost insurance.It mainly covers the risks that herdsmen are forced to change their production behavior resulting in increasing the production costs due to snow and drought disaster.The WIMS fits the risk characteristics of grassland animal husbandry in the new era and it has the features of reducing transaction costs,simplifying the process of damage survey,and can alleviate moral hazard and adverse selection.The WIMS has undergone a transformation from commercial insurance to policy insurance since its beginning,and it was launched in the whole region of Xilingol League,Inner Mongolia in 2019 as a policy insurance.In order to deeply understand the implementation status of the WIMS and test the impact of the insurance on the production behavior of herdsmen,this thesis is based on the questionnaire survey data of more than 200 herdsmen in six counties of Xilingol League,and empirically analyzes the effect of participating in the WIMS on herdsmen’s grassland transfer-in behavior and productive capital investment behavior.The main research contents and conclusions are as follows:Firstly,the thesis briefly analyzes the implementation situation of the WIMS in Xilingol League,and elaborates on the newly revised insurance contract in 2022.As the first attempt of weather index insurance in grassland pastoral areas,the WIMS was successfully carried out in Xilingol League in 2019,which achieved an all-win situation among the government,insurance companies and herdsmen.However,because there is no experience to refer,there are problems in the design of insurance contracts,insurance promotion,insurance operation mechanism and other aspects in the policy pilot.In 2022,Xilingol League revised the insurance scheme and enacted an upgraded implementation scheme.The new scheme may have certain effects in solving existing problems.Secondly,the thesis empirically analyzes the impact of herdsmen’s participation in the WIMS on their grassland transfer-in.Theoretical analysis shows that participation in the WIMS has a positive impact on herdsmen’s grassland transfer-in.Based on the questionnaire survey data of herdsmen,this thesis uses the Heckman two-step method to estimate the impact of participating in the WIMS on herdsmen’s grassland transfer-in.The results show that participating in the WIMS has a positive effect on herdsmen’s grassland transfer-in decision and grassland transfer-in area,indicating that the WIMS has a positive effect on herdsmen’s grassland transfer-in behavior,and then has an incentive effect on the cultivation of grassland transfer market in pastoral areas.Finally,the thesis empirically analyzes the impact of herdsmen’s participating in the WIMS on their productive capital investment.Theoretical analysis shows that participation in the WIMS has a positive impact on the productive capital investment of herdsmen.In order to test the above hypothesis,based on the field survey of 225 herdsmen,this thesis uses the Treat Effect Model to identify the effect of herdsmen’s participation in the WIMS on their productive capital investment.The results show that participation in the WIMS can promote herdsmen to increase their productive capital investment in animal husbandry production,especially material and service costs.The implementation of the WIMS plays an important role in the transformation and upgrading,stable development of grassland animal husbandry.However,since the WIMS is in the pilot stage,how to further activate the market needs to deeply discuss.Based on the above research conclusions,this thesis puts forward the following policy recommendations: optimizing the WIMS scheme and reducing the basis risk;expanding the scale of underwriting and pilot areas;improve the publicity of the WIMS and mobilizing the enthusiasm of herdsmen to participate in insurance;standardizing underwriting and claims procedures.The results of this thesis aim to provide a convincing theoretical and empirical basis for the sustainable and healthy development of the WIMS in Inner Mongolia. |
