A Study On Commodity-Based Ecological Agriculture In The Fallow Areas Of Northern Shaanxi Based On The "Two Mountains Theory"

The “Two Mountains Theory” is an important theoretical basis for the synergistic development of ecological protection and economy in the context of the new era,and the development practices in various regions have further verified the important guiding role of the “Two Mountains Theory” for regional development.The practice of agricultural development in the fallow areas of northern Shanxi for many years has proven that commodity-based ecological agriculture in the new era promotes industrial development by fully mobilizing regional ecological resources,thus promoting the “Two Mountains Theory”and realizing the synergistic development of ecology and economy.However,research on the implementation of the “Two Mountains Theory” in the fallow areas of northern Shanxi and the guidance of ecological protection and economic development in the fallow areas of northern Shanxi has lagged behind.In response to this problem,this paper analyzes the development of commercial ecological agriculture in the fallow areas of northern Shanxi using a combination of qualitative and quantitative methods,constructs a model for the development of commercial ecological agriculture in the fallow areas of northern Shanxi adapted to the “Two Mountains Theory”,and designs a development plan for commercial ecological agriculture in the typical fallow town of He Zhuangping.The study aims to transform the ecological advantages of the region into economic advantages,to form a development pattern of ecological industrialization and industrial ecology,and to realize the synergistic development of ecological protection and economy.The following main conclusions were obtained from the study:(1)It reveals the essence of the “Two Mountains Theory” and the consistency between commodity-based ecological agriculture and the “Two Mountains Theory”.The “Two Mountains Theory” has made a cognitive leap in the relationship between nature and economy,clarified the relationship between ecological resources and productivity,and revealed the dialectical and unified relationship between ecological protection and economic development.Commodity-based ecological agriculture is highly consistent with the “Two Mountains Theory” in terms of background,development path and ultimate goal.In terms of the proposed background,the “Two Mountains Theory” and commodity-based ecological agriculture start from realistic problems,carry out industrial restructuring and upgrade the development mode,realize the positive interaction between industry and resources,and promote regional economic growth;in terms of the development approach,both are constantly seeking a dynamic balance between ecological resources and industrial development,and through the In terms of capital of ecological protection,promoting the sustainable development of industry and forming a development pattern of industrial ecology and ecological industrialization.(2)The development effectiveness of commodity-based ecological agriculture in the fallow areas of northern Shaanxi is concretely expressed in terms of internal development advantages,development disadvantages,and external development opportunities and development threats.The internal advantages of the development of commodity-based ecological agriculture in the fallow regions of northern Shanxi are shown in:(1)The implementation of the project of returning farmland to forest and grass has achieved remarkable ecological management results and laid the foundation for the development of commercial ecological agriculture under the “two mountains theory”;(2)Commodity-based ecological agriculture has achieved industrial diversification and promoted the optimization of land use structure during the years of development practice in the fallow areas of northern Shanxi;(3)The retreat area in northern Shanxi has formed characteristic advantageous resources,which are ecological resource advantage,forestry and fruit resource advantage and facility agriculture resource advantage.The internal disadvantages are:(1)the lagging development of industrial integration,resulting in the waste of resources and the absence of industrial chain;(2)the low rate of transformation of technological innovation results,which affects the synergistic development of ecological protection and economy;(3)the low level of science and technology culture and the quality of farmers.External opportunities are as follows:(1)Policy support,rural revitalization,Central Document No.1,etc.support the development of facility agriculture,emphasizing industrial scale and intensive development,and promoting industrial integration development;(2)“two mountains” transformation theory to promote the use of resources,to achieve ecological industrialization and industrial ecological development provides theoretical support;(3)market demand for high-quality products increased.External threats are reflected in:(1)increased intensity of market competition;(2)lagging modern management techniques.(3)The effectiveness of the construction of commodity-based ecological agriculture in Hezhuangping Town and the chain network structure that needs to be improved in the new era.Based on the perspective of “system coupling path”,the development process of commercial ecological agriculture in He zhuangping Town was quantified and studied.The development of commercial ecological agriculture in He zhuangping town is influenced by the regional development center of gravity.In 2010,He zhuangping town is still in the stage of ecological scale management,the ecological quality is continuously improved,the amount of agricultural resources is significantly increased,the phase of industrial structure adjustment is basically completed,the coupling relationship of system coupling subjects is good,the potential of agro-ecological economic system is steadily increasing,and commercial ecological agriculture shows a continuous trend of improvement.He Zhuangping town enters the stage of ecological internal governance,the township development center of gravity shifts to economic development,the regional industrial structure is substantially adjusted,high-efficiency facility agriculture,service industry and other industries develop rapidly,the coupling relationship of system coupling subjects is stable,the economy develops rapidly,and the construction of commodity-based agriculture is effective.At the same time,as the industrial transformation is in the exploration stage,the industrial situation has a large negative impact on the system output directly,which is motivated by the imperfect structure of the industry-resource chain network,in which the traditional mode of“production-marketing” needs to be strengthened.The “agriculture-pastoralism,forestry-fruit-edible mushroom” chain network needs to be improved and constructed,i.e.the existing commodity-based ecological agriculture model cannot meet the needs of the development and implementation of the “two mountains theory” in the new era.This means that the existing commercial ecological agriculture model cannot meet the needs of the development and implementation of the “two mountains theory” in the new era.(4)The development model of commodity-based ecological agriculture in the fallow areas of northern Shaanxi adapted to the “two mountains theory” and the model types of three major resource types were constructed and the development plan of commodity-based ecological agriculture in Hezhuangping town was designed.At the theoretical level,the development model of commodity-based ecological agriculture adapted to the “two mountains theory” is constructed with resource-industry coupling and industry-industry coupling;combined with the characteristics of the three resource types in the fallow area of northern Shaanxi,the development model is constructed with ecological forest resources as the core to enrich the play content and improve the quality of tourism services.The chain network structure of the development model of enriching the tour content and improving the quality of tourism services with the ecological forest resources as the core,the chain network structure of the development model of strengthening the quality of fruits and utilizing the branches with the forest and fruit resources as the core,and the chain network structure of the development model of improving the quality of fruits and vegetables and utilizing the waste sticks with the facility agriculture resources as the core.Combining with the actual ecological economic system evolution in Hezhuangping town,three kinds of commercial ecological agriculture development models were constructed: fruit industry + edible mushroom + processing industry + logistics and transportation,facility agriculture + leisure tourism + service industry + logistics and transportation,and planting industry + breeding industry + agricultural products processing industry + logistics and transportation.On this basis,the industrial planning of 15 administrative villages in Hezhuangping town has been carried out and four functional areas have been formed: the leading area of forestry and fruit industry with forestry and fruit resources,edible fungus industry and leisure tourism,the leisure tourism area with agricultural carnival resources and surrounding tourist attractions-Jin Yan’an,the leading area of facility agriculture with facility agriculture resources,and the processing
