Study On The Management Dilemma And Countermeasures Of Grass-Roots Forestry Administrative Law Enforcement Team

In the current new situation of state building,ecological civilization construction has been placed in an increasingly important position.As an important fundamental industry in China,forestry plays an important role in promoting industry development and guaranteeing the forest resources can be used efficiently and rationally,which may mean a lot to promote ecological civilization construction.In addition,it also plays a key role in national and regional economic development level.Administrative enforcement in grassroots forestry is an important insurance for the high-quality development of ecological forestry in the region.Doing a good job in the management of administrative enforcement in grassroots forestry team,ensuring enforcement conducted reasonably and efficiently,solving the dilemma that the team currently face.All is urgent to meditate and explore.This paper analyzes the management status of Qingyuan,a national ecological county,to master the basic situation of the current management and discover the dilemmas at the current stage.In order to get the countermeasures to improve the management level of enforcement team,we have to find out the existing problems,and carry on the reason analysis on this foundation.It aims to solve a number of problems of management in the region enforcement team which is representative,and provide reference and help for the construction of administrative enforcement in grassroots forestry team,as well as the protection of forest development.The main part of this paper consists of five parts,the first part of which is the introduction,which describes the background and significance of the research,reviews the domestic and foreign literature,and outlines the research ideas,methods and main content.The second part introduces related concepts and basic theories,including administrative enforcement in grassroots forestry,and its management,function,progression and influencing factors.The third part elaborates the management of administrative enforcement in grassroots forestry in Qingyuan,including the current situation and dilemmas,and analyzes the causes of related problems.The fourth part is the countermeasures about how to improve the management level of Qingyuan enforcement team,which proposes countermeasures from several aspects,including attaching importance to talent training and recruitment,optimizing the training system,establishing an assessment system for enforcement ability,improving the supervision and management system,and grasping the ideological construction of the stable team respectively.The fifth part is the concluding remarks,which briefly summarizes the whole text.
