In recent years,the population of coastal areas has grown rapidly,and human demand for marine ecosystems has increased exponentially.At the same time,there are many unreasonable phenomena in the development and utilization of marine resources,which have led to serious damage to marine resources and a gradual decline in the ability of the ocean to provide products and services to humans.With the increase of marine scarce resources,scholars have gradually realized the importance of reasonable evaluation of the value of marine use rights in order to rationalize the use of marine resources and change the current situation of resource decline.This paper first analyzes the management policy of China’s sea use rights,factors affecting the value of sea use rights,and the current situation of the application of the income method to assess the sea use rights,and finds through literature combing that there are many unreasonable phenomena when using the income method to assess the value of sea use rights for aquaculture.The so-called environmental factor refers to the fact that most of the studies on the evaluation of the value of sea use rights only explore the maximization of economic benefits,without considering the ecological capacity too much,so that there may be problems such as environmental hazards or excessive use of resources in the existing development method,so that the annual net income with environmental protection nature is not calculated by using this method,so this paper improves the income method based on the Ecopath model,in which the Ecopath model is applied The Ecopath model can be used to analyze the nutrient structure and energy flow of the sea area,and to obtain the ecological capacity of the sea area to be estimated,and then the method can be used to measure the production of various farmed products under the highest and best use of the sea area to meet the requirements of sustainable development,and to find out the improved and more accurate annual yield.In addition,this paper applies the time series method to forecast the pricing of seafood,and eventually calculates the best annual yield with environmental protection concept,and thus applies the improved yield method to calculate the appraisal value of ZD’s seawater use rights.Through the analysis of the evaluation results,it is found that the value of sea area use rights from the traditional income method model is slightly smaller than that from the improved model,but based on the existence of scientific ecological farming concept and technology behind the Ecopath model,this paper believes that the use of Ecopath and time series model to improve the income method to evaluate the value of sea area use rights for farming is more scientific,and the use of the improved income method can The use of the improved revenue method can provide a scientific and sustainable reference quantity of seafood farming,which can lead to a scientific and effective evaluation value of sea use rights,and can provide technical guidance for the company’s seafood ecological farming,helping the company to judge the reasonable ecological capacity and farming status of seafood.The exploration of evaluation methods with the concept of "economy+environmental protection" can effectively promote the integration of green environmental protection ideas in the assessment of sea area use rights.Through this study,the requirements of caring for the environment and reasonable evaluation can be ultimately achieved. |
