Research On Policy Optimization Of Y County’s Dairy Cattle Breeding Industry

Industrial policy is an important means for the government to intervene and influence the formation and development of industries.In recent years,both central and local governments have been continuously exploring and implementing policies to support the development of animal husbandry.These policies have played a very positive role in promoting the standardized and large-scale development of animal husbandry.The high-quality development of the dairy farming industry is a key factor in promoting the revitalization of the dairy industry.However,in the field of dairy farming,there are still practical problems that are difficult to break through,such as insufficient independent cultivation ability of dairy germplasm,high pressure on dairy disease prevention and control,and shortage of high-quality feed.This also reflects the deficiencies and deficiencies in local government agricultural industry policies.This article comprehensively uses various research methods such as field investigation and case analysis to investigate the basic situation of the dairy farming industry in Y County.SWOT analysis is used to analyze the matching situation between industrial policy objectives and the current development status of the industry;Collected policies related to the dairy industry implemented in Y County since 2018,and conducted a textual analysis of the content of industrial policies from the perspective of policy tools;Conduct research on the implementation of key industrial policies in Y County,interview personnel from the agricultural department,management and technical personnel of dairy farming enterprises in Y County,and select representative ZD Company and CM Company among dairy farming enterprises in Y County as cases to sort out their development status.Based on this,evaluate the effectiveness of Y County’s dairy farming industry policies.Through the sorting and research of Y County’s dairy farming industry policies,it can be seen that there are still problems in Y County’s industrial policies,such as a lack of planning guidance,weak policy targeting,high project application thresholds,insufficient government attention to the farming industry,shallow enterprise development vision,high cost of policy implementation,insufficient financial investment,and an incomplete social service system.Facing the future,promoting the high-quality development of the dairy industry needs to be based on consolidating the development of the dairy farming industry.To promote the development of the dairy farming industry,the government needs to start with industrial policies,further optimize the content of industrial policies,improve and perfect policy execution mechanisms,improve the quality of executors,increase capital investment,establish industry associations,promote the transformation and upgrading of the dairy farming industry,and improve the competitiveness of China’s dairy industry from the source.
