| This paper chooses the socialized management of fishery policy as the research object,which is based on the following reasons:firstly,as an important resource for human survival and development,fishery resources are facing severe challenges such as pollution and recession,especially for the country with limited cultivated land resources.The depletion of fishery resources will seriously restrict the development of our country.Secondly,there are some problems in the current fishery management system in China,such as the lack of specialized institutions,staffing,personnel and equipment.And the inland fishery law enforcement is also faced with difficulties in management and evidence collection,so it is urgent to innovate the inland fishery management mode and explore a relatively perfect socialized management path of fishery.The third is to build a new era fishery management system with government as the leading role,public and social organizations participation,and give full play to the role of public participation,which is also in line with the requirements of "accelerating the formation of a social management system with Party committee leadership,government responsibility,social coordination,public participation and legal protection" put forward at the 18th National Congress of the Communist Party of China.Public participation in the field of environmental protection and natural resource management has been proved to be effective by many practices and scholars in China and abroad.However,in terms of fishery resource protection and fishery administration management,the research on public participation is still a blank,which also means that there are still many aspects to be explored and improved in the subject of public participation in the socialized management of fishery administration.In this study,paper-based combined with network-based questionnaires were used to conduct a survey in Zhuji City,Shengzhou City,Xinchang County,Yuecheng District,Keqiao District and Shangyu District under the jurisdiction of Shaoxing City,in order to make up for the deficiencies in the current socialized management of fishery policy from the perspective of public participation,and to promote the public participation in the socialized management of fishery policy by improving government regulations.The main propose is to achieve the purpose of improving its management effect,and it is also hoped to provide reference for other inland areas in fishery management.At the beginning of this paper,the background and significance of the research are described,and the urgency and necessity of the research are pointed out.Then it combs some literatures of domestic and foreign scholars in the field of public participation in environmental protection and natural resource management,hoping to provide ideas for the study of public participation in the socialized management of fishery policy by drawing on similar achievements and experiences.The next step is to investigate the current situation of Shaoxing’s public participation in the socialized management of fishery policy,and use data analysis to figure out the problem.Through the survey,it is found that the public’s cognition,willingness to participate and behavior in the socialized management of fishery law enforcement are insufficient.The specific analysis shows that the reasons for the lack of awareness of the public on the socialized management of fishery law enforcement are:the government propaganda is seriously insufficient,the public cognitive ability is not strong eonugh,and the sense of responsibility is not clear.The reasons for the lack of willingness of public participation lie in the lack of government research on public participation demand,the lack of guidance and incentive mechanism,and the narrow understanding of the concept of "participation".However,the lack of public participation is mainly due to the poor participation channels and the lack of the role of non-profit organizations.According to the conclusion of the study,in the end,according to the reasons behind the lack of cognition,willingness to participate and the current situation of behavior,from the perspective of government regulation,this paper puts forward four specific countermeasures to improve the degree of public participation in the socialized management of fisheries. |
