The reform of collective forest rights system is another major change of land property rights system in China after the reform of rural joint production contract responsibility system.The adjustment and optimization of property rights relations have effectively promoted the progress of productivity and improvement of production relations,and a large number of studies have analyzed the economic and social performance of the collective forest rights system reform.Compared to the attention paid to the economic and social issues in the process of collective forest rights system reform,fewer studies have focused on the ecological effects brought about by the system reform.Compared to economic relations and social structural changes,the ecological effects of collective forest rights system reform are revealed in a long-term and gradual manner.It is of great theoretical and practical significance to quantitatively analyze the ecological effects of collective forest rights system reform and to explore the inner driving mechanisms of changes in the ecological effects of system reform,in order to further deepen collective forest rights system reform.Based on the policy background of collective forest rights system reform,the article takes the ecological effect of collective forest rights system reform as the research object.By extracting and processing the remote sensing data of normalized vegetation index(NDVI),the NDVI remote sensing data were used as the evaluation index of the ecological performance of collective forest rights system reform.On the basis of data collection,cleaning,collation and analysis,the area of collective forest titling and the area of issuance of certificates were selected as the criteria for judging the degree of collective forest titling system reform in each province,and this was used to measure the impact of collective forest titling system reform on regional ecosystem quality.2001-2016 provincial panel data were used for quantitative analysis,and the semi-continuous double difference method was used to test the ecological effects.On this basis,multiple robustness tests were used to improve the robustness and credibility of the results.Changes in collective forest property rights have profoundly affected rural forestry capital investment,industrial structure and business model,and the article further analyzes the intrinsic mechanism of action of institutional reform affecting the ecological effects of collective forests.The main findings are: first,the new round of collective forest rights system reform has produced a significant positive effect on the improvement of rural ecological benefits,and the spillover of reform dividends has also promoted the improvement of urban ecosystems;second,there is spatial heterogeneity in the ecological effects of collective forest rights system reform,and the ecological effects of collective forest rights system reform in northern regions are significantly better than those in southern regions;third,the inner The analysis of the transmission mechanism of the ecological effect of collective forest rights system reform shows that the reform of collective forest rights system has promoted the improvement of regional ecology through long-term mechanisms such as the increase of ecological capital investment and the optimization of forestry industry structure.Finally,the article puts forward policy recommendations to optimize the reform of collective forest rights system in China.The main innovations of the article include: first,NDVI is used to measure the ecological effects of collective forest rights system reform.In the traditional evaluation of the ecological effects of collective forest rights system reform,the reform effect mainly uses indicators such as afforestation area and forest stock,and there is little literature to study the impact of reform on forest land quality and forest ecosystem.The NDVI can effectively measure the changes in woodland quality and ecosystem since the reform of collective forest rights system.Second,the article uses the area of collective forest titling and the area of issuance of certificates to measure the degree of implementation of collective forest reform in different regions.At present,data about the area of collective forest titling are in a missing state and there are no standardized statistics.By integrating data from multiple sources,such as statistical data,government documents,and news reports,the article obtained the area of collective forest titled and titled area in each province after 2008,which makes the experimental results more accurate.
