Problems And Countermeasures Of "Three Controls" In The Construction Of Tobacco And Water Supporting Projects In Yuxi City

With the development of tobacco industry and the progress of the society,the tobacco of infrastructure construction in full swing,due to the particularity of the tobacco industry and the complexity of the construction project,exposed due to speed up the process and improve the quality of construction projects to increase investment,excessive shorten schedules and affect the quality of problem,for the efficient solution,construction project management should be formed,is widely used.Project management is the management of the whole process of a project,including investment control,progress control,quality control,contract management,information management,safety management,and organization and coordination(referred to as "three controls,three management and one coordination")in the decision-making stage,implementation stage and delivery stage.The core task of project management is to control the objectives of the project.Therefore,investment objectives,progress objectives and quality objectives can be effectively controlled through planning,organizing,directing,coordinating and controlling professional activities.This paper focuses on the "three controls" of Yuxi smoke and water supporting project.Based on the survey data of Yuxi smoke and water supporting project from 2016 to 2019,there is a big difference between the actual investment and the planned investment.The adoption of "three controls" can achieve the expected project objectives and achieve good economic,social and ecological benefits.Combining with yuxi sea county shan ding gate high smoke water construction project construction process,in investment decision-making stage,the stage of implementation,delivery and use stage to the last stage of maintenance critical time lines,such as investment in yuxi smoke water supporting engineering in recent years,the present situation and the construction of "three control" in the process of investment control,progress control,quality control,inductive analysis,This paper analyzes and studies the influencing factors of "three controls" and the existing problems in the construction of Yuxi smoke and water supporting project in recent years,and puts forward some corresponding countermeasures.There are mainly the following problems: investment control has a weak sense of responsibility,do not pay attention to cost control management,the design stage did not do a good job of preliminary survey,project implementation and design conflict,material selection and dosage is unreasonable,the project cost control has not formed a complete control system and other problems;The progress control has the progress plan is not scientific,the material supply allocation is not timely,the lack of dynamic progress control,progress control coordination is not good and so on.There are some problems in quality control,such as leakage,foundation settlement inclination,engineering material quality substandard,etc.In view of the existing problems put forward the corresponding solutions:investment control through strengthening the sense of responsibility,do a good job in the preliminary survey,multi-scheme comparison,improve the level of the budget,reasonable control of materials to reduce the investment of engineering projects;Through the preparation of scientific schedule plan,multi-party coordination,dynamic management,timely deployment of engineering materials,shorten or ensure the construction period of the project;Quality control through strict control of construction technology to prevent leakage,foundation deformation and other problems,at the same time to strengthen the management of changes,claims,increase the late operation and maintenance,improve the quality of construction projects,to prevent the occurrence of safety accidents.
