A Study On Rural Ecological Revitalization Under The Guidance Of "Two Mountains" Theory

“Two Mountains Theory” one of the main arguments of Xi Jinping’s thought on Ecological Civilization,illustrates the dialectical relationship between the ecological environment and the economy.Formally put forward in 2005,the theory has been playing a crucial role in the construction of ecological civilization for a new era.The Rural Revitalization Strategy,formally proposed at the 19 th National Congress of the Communist Party of China in 2017,works as a new engine for rural construction and development in the new era,whose key is exactly ecological revitalization.In a bid to know how to better promote the rural ecological revitalization in the new era under the guidance of “Two Mountains Theory”,this paper tries to create the value and mechanism of the rural ecological revitalization,and provide some ideas and methods for the rural ecological revitalization in the new era.The origins and basic connotation of “Two Mountains Theory” is the core for a full understanding of such a theory.“Two Mountains Theory” takes root in Marx and Engels’ theory on relationship between man and nature,Chinese traditional philosophy of “nature and humanity”,and the natural ecological thoughts put forward by Chinese leaders.The basic implications of it contain the harmonious coexistence between man and nature,ecological and economic transformation and the people’s yearning towards a happy life.Rural ecological revitalization of “Two Mountains Theory” binds this theory and the reality,containing abundant theoretical and pragmatic value.On the one hand,theoretically,the theory promotes the construction of rural ecological civilization theory with Chinese characteristics,provides ideological and principled support for rural ecological construction and enriches the institutional framework of rural environmental protection.On the other,the pragmatic value lies in its help in the implementation of rural ecological protection and the reasonable use of resources.The theory can practically stimulate the vitality of rural ecological economic development and enhance the high-quality development of rural areas at this stage.Currently,China’s rural ecological revitalization is keeping growing.Rural ecological revitalization has realized the synchronization between the guidance of Party building and villagers’ autonomy,promoted the coordination between the government and villagers,propelled ecological governance and the improvement of natural environment,preliminarily established the system and law of ecological revitalization,and realized the synchronization of ecological protection and economic development.Despite the fact,some problems still exist in the rural ecological revitalization,including the optimization of rural ecological revitalization plan,the utilization of rural ecological environment resources,the rural advocacy of green and low-carbon development,and the rural ecological protection system and mechanism.The “Two Mountains Theory” leads the mechanism construction of rural ecological revitalization,which indicates the future development direction of rural ecological revitalization.The “Two Mountains Theory” and the internal mechanism of rural ecological revitalization are identical.The rural ecological revitalization in the new era needs the guidance of the “Two Mountains Theory”.In order to solve the existing problems of rural ecological revitalization,we need to establish and improve the ecological governance mechanism led by the Party committee,the ecological guarantee mechanism of multi factor investment,the multi-party linkage mechanism of extensive participation and the supervision and accountability mechanism of serious investigation,and construct the mechanism system of rural ecological revitalization guided by the “Two Mountains Theory” from four aspects.
