As an important part of agricultural infrastructure,small irrigation and water conservancy facilities are an important guarantee for agricultural development.In recent years,the state has invested a lot of funds in the construction of rural infrastructure,including small-scale irrigation and water conservancy facilities,which has effectively promoted the development of rural industry.However,in the actual use,there are some problems such as "emphasis on construction,light management and protection,easy construction,difficult management and protection",which seriously hinder its efficient and sustainable utilization.In order to effectively guarantee the sustainable development of small-scale irrigation and water conservancy facilities,farmers,as the main users,need to actively participate in the management and protection.However,China’s rural areas are facing a serious aging problem,coupled with the loss of rural young and middle-aged labor force in the process of urbanization.Most of the left behind farmers are the elderly who are old-age people.They rely on small-scale irrigation and water conservancy facilities strongly,but there are also outstanding problems such as insufficient labor supply and lack of funds,which lead to their insufficient ability to participate in the management and protection of small-scale irrigation and water conservancy facilities.In this social context,the impact of rural population aging on Farmers’ willingness to collective management and protection of small-scale irrigation and water conservancy facilities is of great significance.On the basis of literature review and theoretical analysis,this paper makes descriptive statistics based on the survey data of 918 farmers in Sichuan Province,and uses the ordered probit model to analyze the impact of rural population aging on Farmers’ small-scale irrigation and water conservancy facilities management decisions from two dimensions of farmers’ families and farmers’ individuals.And then put forward relevant policy suggestions.Through this study,the following conclusions are drawn.On the whole,the management effect of the existing small irrigation and waterIVconservancy facilities has not been recognized by most farmers.Therefore,the management and protection effect of small irrigation and water conservancy facilities in the survey area is not optimistic.The main body of management and protection is not clearly defined,and farmers do not know enough about the subject of management and protection.From the perspective of farmers’ families,we use the proportion of the elderly population in the family to express the degree of rural population aging.Through the analysis of the model,we find that the higher the degree of rural population aging,the weaker the willingness of farmers to manage and protect.However,under the social background that rural villagers provide for the aged with land,the larger the area of cultivated land,the stronger the dependence of farmers on small-scale irrigation and water conservancy facilities.Whether they participate in the management and protection of small-scale irrigation and water conservancy facilities or donate money and materials for the management and protection,the stronger their willingness is.Moreover,the positive impact of the area of cultivated land on the management and protection willingness of farmers is far greater than the negative impact of the aging population on the management and protection Sound level.As far as individual farmers are concerned,their willingness to participate in management and care and to donate money and materials for management and care will increase with age,but this trend will not continue.As farmers enter the old age stage,their willingness to participate will gradually decline.Finally,the inflection point of farmers’ willingness to participate in management and care with age is about54 years old,and the inflection point of willingness to donate money and materials with age is about 51 years old.According to the research results,the relevant policy suggestions are put forward,including: clear management and protection subject,coordinate the construction and management of small-scale irrigation and water conservancy facilities;implement water support and management and protection guidance for the elderly;pay attention to the revitalization of rural talents,and promote the rejuvenation of rural public affairs management and protection subject.
