Study On Management And Protection Of Small-scale Farmland Water Conservancy Facilities In Yu Bei District Of Chongqing

Small-scale irrigation and water conservancy facilities can play the most direct impact on agricultural production,and play a huge role in ensuring farmers’ production,agricultural efficiency and food security.Its function is irreplaceable for large and medium-sized irrigation and water conservancy facilities.In the development of agricultural production,it is essential to improve the management and protection mechanism of small-scale farmland water conservancy facilities as one of the most important public goods in rural areas,mobilize the enthusiasm of farmers to participate in the management and protection,and improve the efficiency of management and protection.Based on the theory of public products,the theory of public governance,the theory of participatory management and the data obtained from the field survey,this paper studies the current situation and main problems of the management and protection of small-scale farmland water conservancy facilities in Yubei district by the method of qualitative and quantitative analysis.It is found that the management and protection of small-scale farmland and water conservancy facilities in Yubei district presents the situation that the government,village community,Water Users Association,farmers and other main bodies participate together,but mainly the township government and village group collective;due to the large and scattered number of facilities,the maintenance cost is high,and the total annual management and protection cost is up to more than 47 million yuan;the management and protection mode mainly includes village group collective,water users association and agriculture There are three types of household personal management and protection: the degree of participation of farmers in the management and protection of small-scale farmland and water conservancy facilities is far lower than their recognition of the importance of management and protection activities,and there are differences among farmers.The age of farmers,the main source of family income,the source of management and protection costs,and policy publicity have an impact on the enthusiasm of farmers in the management and protection activities.There are four main problems in the management and protection of small-scale farmland and water conservancy facilities in Yubei District,i.e.the implementation of the system is not in place,the rights and responsibilities of the management and protection of small-scale farmland and water conservancy facilities are different,and the reform of the property right system needs to be further deepened;the management and protection funds mainly come from financial expenditure,and the investment and financing channels are too single,resulting in insufficient management and protection funds;the grass-roots water conservancy service system is not perfect,and the village level water conservancy management team The degree of farmers’ participation in the management and protection of small-scale farmland water conservancy facilities is relatively low.Finally,this paper puts forward some policy suggestions.
