Forestry is one of the essential industries for social and economic development.In the process of forestry development,it is of great significance to evaluate the performance of forestry production and operation in a reasonable way and give management information feedback in time.In most of the existing forestry research articles,researchers used the data of years to evaluate the situation and trend of forestry development.However,a few pieces of literature consider the time lag effect in the management process of the forestry production system.Therefore,before evaluating the efficiency of forestry system,we should consider the time lag effect and the internal structure of the system,and get a more realistic evaluation result.According to this efficiency evaluation result and the production frontier,it is of practical significance for us to study and discuss the resource optimal reallocation plan of the forestry system.This paper discusses the internal structure of the forestry system and the characteristics of its time lag effect.According to this structure,the variables of inputs and outputs are identified.According to the feature of time lag and internal structure of forestry,the time lag network DEA evaluation model is constructed.Finally,based on the results of forestry performance evaluation,the central resource reallocation model is proposed to maximize output.The specific research contents are as follows:(1)Evaluation variables’ construction of forestry system.Referring to the existing forestry literature,this paper analyzes and discusses the internal structure of forestry and the content of each stage.On this basis,this paper establishes appropriate evaluation variables of forestry system,explains the meaning of each index,and then organizes and analyzes the data of relevant indexes in the Yearbook.Then,we test the correlation of each index in different stages,identify the relationship between input and output,and provide information feedback for the management of forestry to help managers to effectively increase the operating income.(2)Performance evaluation of forestry system.According to the analysis of the internal structure of forestry system and the characteristics of time lag,the evaluation models of each stage are proposed respectively,and then the time lag network DEA model of forestry is proposed to evaluate the overall efficiency of forestry.Then,considering the difference of forest scale among different provinces,the time lag network DEA model is extended to the assumption of a variable return to scale.Besides,the paper analyzes the evaluation results of the overall and each stage of forestry from the perspective of technical efficiency,pure technical efficiency and scale efficiency,analyzes the evolution of stages efficiency according to the correlation of the internal processes of the forestry system.Finally,this paper calculates the case of no time lag effect and the case that the forestry system is regarded as a "black box" by using the forestry system data.The comparative analysis highlights the advantages and effectiveness of this model.(3)Optimize the reallocation of resources.A centralized resource reallocation plan is built to maximize the total output without increasing the total input of the provincial forestry system.Based on this plan,considering that there are variable and invariable resources in the forestry system,the paper proposes the resource reallocation model and gets the reasonable results of resource reallocation,which helps the managers of the forestry sector to preferably manage the forestry industry and improves the ecological benefits.Finally,from the perspective of cost-benefit and scale,it gives reasonable countermeasures and suggestions to improve forestry management.
