Study On Forest Land Use Efficiency In Hunan Province Under The Background Of Green Development

Green development is an important strategic choice made by China to overcome the dual constraints of resources and environment in the process of economic development.Forestry is of great significance for green development.It shoulders the mission of ecological and environmental protection project construction,and it is also an essential part of maintaining our land resources and ecological security.At the same time,as the main part of forest resources,forest land is the basic condition to promote green economic development and promote ecological environment construction.At present,there are some defects in the research on land use efficiency,which only analyzes the problem from the perspective of economic output,and rarely considers that the economic and social development is at the cost of ecological environment pollution.Therefore,under the background of green development,this paper uses the total green output value of forestry to replace the traditional forestry economic output,imposes certain environmental constraints on economic growth,and studies the utilization efficiency of forest land in Hunan Province,in order to provide a theoretical basis for promoting the green development of Hunan Province.Taking Hunan Province as the research object,this paper constructs the evaluation index system of forest land use efficiency in Hunan under the background of green development,forms the input indexes of forest land,capital,labor,energy and ecological environment protection,calculates the composite environmental pollution index of Hunan Province by using the entropy weight method,and brings the environmental pollution factors into the forestry economic output,The output value of green economy reflecting environmental cost is obtained;Secondly,combined with DEA method,this paper calculates and analyzes the utilization efficiency of forest land resources in Hunan Province under environmental constraints from 2013 to 2019;Thirdly,in order to find out what causes the difference of forest land use efficiency in Hunan Province under the background of green development?What factors limit the improvement of forest land use efficiency in Hunan Province under the background of green development?What is the degree of influence of various influencing factors on forest land use efficiency in Hunan Province under the background of green development?In this paper,multiple linear regression method is used to comprehensively study the factors affecting the forest land use efficiency in Hunan Province under the background of green development.The results are as follows:(1)the eco-environmental problems in Hunan Province have been continuously improved;(2)Imposing environmental constraints on economic growth enhances the accuracy and scientificity of the calculation results of forest land use efficiency in Hunan Province,which is more in line with the background of green development;(3)The comprehensive utilization efficiency of forest land resources in Hunan Province is relatively high,but there is still room for improvement;(4)The redundancy of forestry employees and forestry land area is high;(5)The number of labor force,economic development,forestry industrial structure,capital investment level,forestry energy consumption and ecological environment protection are the main factors affecting the improvement of forest land use efficiency in Hunan Province.Finally,according to the main factors affecting the improvement of efficiency and the problems existing in the process of forest land utilization,specific policy suggestions are given:promote the awareness of green production and promote the healthy development of forestry;Optimize forestry industrial structure and reasonably allocate forest land resources;Increase government support and innovate forestry management mechanism.
