A growing number of emergencies in engineering construction which caused large number of casualties and huge loss of social property have caused widespread concern in the community. In order to reduce the losses caused by the accident to the maximum extent, it is necessary to assess and choose the best emergency measures in the initial stage of the accident.Since emergencies often result in many aspects affect, it is difficult to determine its cause of loss directly, So decision- maker need to consider the extent of the damage caused by the accident after the implementation of various emer gency measures from multiple aspects. In this paper, according to the characteristics of emergencies in specific project and emergency cases in previous years, the Multi-attribute Risk Decision Model on emergency responses was established. Then the researc h is carried out through such aspects as acquisition of decision information and comprehensive evaluation of emergency measures. Due to the characteristics of dynamic and risky in emergencies, fuzzy fault tree analysis method was applied to obtain scenario probabilities in the model. In order to obtain more reasonable attribute weights in the model, analytic hierarchy process was applied to obtain subjective weight vector of evaluation criteria. And the entropy method was used to determine the objective weight vector of evaluation criteria. Then the subjective weight vector and the objective weight vector were combined to determine the combining weights of properties by maximizing deviation method. In order to consider the psychological and behavioral of decision- makers in the decision- making process of analysis, prospect theory was used to assess each emergency measures and the endpoint method was used to compare the assessed value of emergency measures. Finally, sort each emergency measures.Finally, we studied a case on lifting impinged high bay when lifting operations and aerial work happen at the same time. The proposed hybrid evaluation method was applied to assess emergency measures, which demonstrated the feasibility of the hybrid method.
