Research On Evaluation And Promotion Strategy Of Sustainable Construction Level Of Small Towns Under The Background Of Beautiful Towns

The flow of factors among cities,towns and villages will be more frequent and diversified,and the linking role of small towns will be further enhanced,Under the dual background of ecological civilization construction and new-type urbanization.In recent years,when small towns were undergoing industrial transformation and upgrading and coping with the novel coronavirus pneumonia,the problems of monotonous development content and low level of services were exposed.Therefore,improving the level of sustainable construction of small towns and focusing on the existing problems will help to change the development mode and improve the quality of development.This paper takes the construction of beautiful towns as the background,constructs the evaluation index system of sustainable construction of small towns,and uses the systematic clustering method to classify the sustainable construction categories of small towns in Zhejiang on the basis of the evaluation results.Secondly,it diagnoses the obstacle factors of the sustainable construction types of small towns and analyzes the obstacle factors that restrict their long-term development.Finally,according to the obstacle factors,the optimization countermeasures for sustainable construction of small towns in Zhejiang Province are put forward.The research conclusions are as follows.(1)According to the overall evaluation results,although the sustainable construction of human environment has been paid enough attention,there is still a lag in the sustainable construction of economic society and ecological environment,and it is still necessary to strengthen the construction of cultural spirit and place.From the point of view of the characteristic scores of each index,the beautiful economic and social index shows that the sustainability is stronger near large cities and the stratification is obvious,while the beautiful ecological environment index and beautiful human environment index are more balanced.(2)Based on the evaluation results,using the systematic clustering method,five types of sustainable development of small towns can be obtained,namely,location enabling,urban pulling;Platform aggregation,characteristic enabling type;Combination of villages and towns,humanistic upgrading type;Green quantity transformation,creative regeneration type;Ecological governance,policy catalytic type.(3)According to the obstacle degree model identification,it is found that the obstacle factors affecting the sustainable construction of small towns vary in different categories,but most of them have common obstacles in the ecological environment,social life and sustainable economic construction.(4)Based on the diagnosis of obstacles to sustainable development of small towns,this paper focuses on the problems and puts forward different optimization strategies to promote the integrated development of urban and rural areas.The specific contents are as follows:(1)Location empowerment,urban pulling strategy: optimize the orderly expansion of space and improve traffic accessibility.(2)Platform aggregation,characteristic enabling strategy: build modern industrial concept,extend modern industrial ecological path.(3)Combination of villages and towns,humanistic upgrading strategy: create cultural integration style,implement equal cultural facilities.(4)Green quantity transformation,creative regeneration strategy:multi-element integration and innovation,multi-party participation in protection and construction.(5)Ecological governance,policy catalytic strategy: protect the ecological basis of the town,strengthen the power of ecological economy.
