For a long time, road passenger transport has played an important role in providing "first and last mile" services and connecting other modes of transportation. However, with the continuous improvement of the transportation network and the influx of new road passenger transport service modes into the market, and the gradual emergence of problems such as rigid supply of traditional road passenger transport, low service quality, insufficient connection with other transportation modes, and low intensity, the market share has gradually decreased, requiring urgent transformation and upgrading. With the wide application of network technology, customized passenger transport has gradually become the main way of adjusting the road transportation structure in China.Compared to traditional road passenger transport, this new type of road passenger transport service can fully utilize the "door to door" advantage to solve the "last mile" problem and meet the diverse and multi-level travel needs of passengers.Compared to traditional road scheduled passenger transport that stops at fixed stations, how to optimize the setting of starting points or terminal stops based on the needs of passengers and optimize the operation route planning has become a new issue faced by the development of customized passenger transport. It directly affects the operational effectiveness of the entire customized passenger transport system,so solving this problem is crucial to better attract passenger flow and improve service efficiency.Based on a review of relevant research at home and abroad, the article defines the relevant concepts and operation modes of customized passenger transport, distinguishing it from traditional scheduled passenger transport, and analyzes in detail the interrelationship between passenger travel surplus and the operational benefits of passenger operators involved in the selection of customized passenger transport stops and route design from the perspectives of supply and demand.Using the travel surplus theory,a travel surplus maximization model is constructed by classifying the travel values of three different situations based on travel time.Based on the concept of balancing the interests of both passengers and customized passenger transport operators, with a view to maximizing passenger travel surplus while maximizing the interests of passenger transport operators,a decision-making model for selecting customized passenger transport stops and optimizing routes is constructed, and genetic algorithms are used to solve the problem.A simulation study was conducted on ten passengers with customized passenger travel needs, and the optimal stop and route schemes for customized passenger transportation were obtained using Python.Research has shown that, firstly, customized passenger transportation is based on the specific requirements of passengers to determine the stopping station, and the passenger transport operator’s use of internet information to obtain passenger travel related information is a sufficient condition.Secondly, the paper clarifies the mechanism for selecting customized passenger stop stations,as the selection of different stop stations directly affects passengers’ travel surplus and the interests of carriers.Thirdly, the paper establishes a model and designs algorithms to solve the problem that setting different stops according to passenger needs directly affects passenger travel costs and travel surplus, thus verifying the practicality of the model.
