Industrial land is an important part of urban construction land.At present,land use efficiency and environmental quality improvement have become important tasks for industrial plots in central urban areas.Under the dual contradiction of extensive development and construction and waste of land,how to coordinate the land use efficiency and public interest demand based on the combination of industrial development needs is an urgent problem to be solved.The paper selects the industrial plots in the central urban area of Xi’an as the research object,and proposes that the core of the development intensity control of industrial plots is to pay attention to the improvement of land use efficiency and meet the diverse development needs of industrial plots in the future on the basis of ensuring the bottom line of public interests.Starting from the reality of the imbalance between fairness and efficiency of development and construction,and referring to the control method of zoning law,this paper proposes to introduce the open space ratio,fire prevention spacing and other indicators as the development intensity control indicators of industrial plots.Based on the systematic analysis of the basic situation and development history of industrial plots in Xi’an,the paper summarizes the core issues in the development process of industrial plots in Xi’an,that is,paying attention to efficiency and ignoring the safety bottom line;The construction is complicated and the land is wasted;The existing management and control methods are rigid.First,investigate the distribution and characteristics of the open space ratio of industrial plots and other development intensity indicators.Secondly,put forward the public interest bottom line requirements for indicators such as fire separation,parking space,building fallback,etc.in the industrial plot,and obtain a reasonable range of open space rate to meet the public interest bottom line requirements after restricting the industrial plot,recognizing that the open space rate can effectively solve the problems of ignoring the safety bottom line,lack of public interest,etc.On this basis,it is recognized that the lower limit values of indicators such as floor area ratio,building coefficient,and average land output value in the specifications and standards guarantee the bottom line requirements of land use efficiency of industrial plots.Through the distribution of restricted open space ratio and other development indicators,it shows the important role of open space ratio in ensuring land use efficiency.The upper limit of the reasonable range of open space rate ensures the utilization efficiency of land development,and the lower limit meets the public interest demands of the city.Finally,we put forward the industrial land regulation mechanism with open space rate as the core,and try to obtain the reference value of open space rate that meets the current situation and future development requirements of industrial land.Based on the principles of coordinating fairness and efficiency,taking into account the current situation and development,and combining rigidity and flexibility,this paper discusses the idea of "regularization" of industrial land development intensity control,with a view to providing a new method and perspective for the control of industrial land development intensity in the central urban area of Xi’an. |
