Studies On "Interval Form" Of Development Intensity In Regulatory Detailed Planning

Regulatory detailed planning is one of the planning level with legal effectiveness in the current city planning system, is direct basis of construction planning regulation and administration in urban land development. The establishment of market economy system makes the operation environment happen regulatory changes, and in the new "City planning method" highlighted the importance of development intensity which has such indicators of FAR, building density, building height through the regulatory content. Land development control can't sacrifice efficiency, but developers'nature which to pursue excess will bring negative externality characteristics from urban construction. Facing the phenomena that is "charged with lax", "frequently the out of control" of development intensity in the urban construction practice, how to pursue the balance of urban three benefits, to solve "out of control" of problems in the construction, and to realize the scientific establishment of development intensity which is "control of spare" has increasingly become focused on the planning industry. The thesis was launched in this context.The thesis summarized development intensity control related theory and practice experience in the domestic and foreign, through to the existing inductive analysis, research from four aspects that are "economic analysis method to research development intensity", " prediction and distribution of the total development", "interval formation of FAR" and " the linkage of development intensity": the first is used economic method to analysis development intensity under the background of related disciplines on the western economics (microeconomics), urban economics, urban ecological environment. Through the analysis of the potential relation in FAR and economic elements in market development process, and we find the best (economic) FAR is a interval-valued; considered FAR that supported from environment ability is not a fixed value. Thus this thesis puts forward that the development intensity has a range to fit the current elastic control strategies. Then, the other three point in planning levels to research on control method of development intensity "Interval Form", in-depth analysis of existing problems, then put forward the solving thinking, and use in case, in order to make the research more feasibility and scientific.Based on the above research, this thesis summarized the method and unanswered questions in the presents. Research on development intensity control is not a easy thing, the author expects once on this point, through the depth research on the future more in- finally to realize effective control of urban development.
