As a transit station of land and water transportation,ports play a key role in the international transportation system and are the driving force of urban economic development.The vigorous development of shipping industry provides opportunities and challenges for the development of ports in various countries.Therefore,ports in various countries make every effort to improve service level,increase production capacity and develop rapidly.With the rapid development of China’s shipping economy,the number of ships arriving at the port is increasing and the scale is expanding.Tugboat auxiliary operations are required in and out of the port,which is of great significance to the production of the port.In addition,with the increasingly prominent environmental problems such as greenhouse effect,shipping carbon emissions have attracted more and more attention.Therefore,how to balance the relationship between economic development and green development,and how to scientifically and reasonably allocate the limited port tugboat resources to provide high-quality services for ships arriving at the port have become an urgent problem to be solved by the port side and shipping companies.First of all,this paper describes the basic theory and basic situation of port tugboat scheduling.Then,the mathematical model of tugboat scheduling in D Port is established to determine the reasonable conditions of the problem.Assuming that the ships arriving at the port must berth and depart,and taking into account the timely return of tugboats,the model is closer to the actual situation of tugboat scheduling in the port.The parameters are reasonably set to establish a double objective model that minimizes the time for all ships waiting for service to serve as tugboats in the port and the total operating cost of tugboats in the port.Secondly,NSGA-Ⅱ is selected by comparing and analyzing the optimization algorithms of the traditional scheduling problem and combining them with the characteristics of the model.Subsequently,the sensitivity analysis of the number of ships,fuel price and carbon emission tax strategy is carried out by using MATLAB software.The results show that the waiting time of arriving ships and the total operating cost of port tugs have a certain impact.Finally,according to the optimization results of sensitivity analysis and the relevant data of D Port,the feasibility and effectiveness of the dual objective optimization model and algorithm are verified.
