As the world’s fourth cargo throughput and tenth container throughput amongst the world ports, Tianjin Port is the world’s first-class artificial deep-water port, Tianjin Port’s rapid development of the tug scheduling has now presented new challenges. Because tugboat construction, management, maintenance costs are high, high expenses restrict the port to continue to rely on a large number of tugboat equipped to meet the needs of daily life. At such high throughput, how to ensure that those existing tugs could guarantee the efficient operation of the port has become a major task for operators. To solve this problem, it should be related to tugboat resources and reasonable dispatch, rational planning, reducing invalid operating time and improving Tug efficiency, reduce resource consumption, overall planning, focus on the overall implementation of the scientific control of the entire harbor tugs, speeding up port ship turnover, ensuring the efficient operation of port handling mechanism. On the other hand, nowadays vessels tend to be built in large-scale, shipping, specialization, new challenges for tugboat operations have also been raised. Large ship, deep draft, heavy, small units of tonnage of horsepower, difficult harbor manoeuver, tug-assist job has become a necessary means of scientifically equip tugboat number coordination between the shortest time and lowest cost is in the study of scheduling problems important consideration.Firstly, this thesis aims at the characteristics of the scheduling problem for harbor tugs through study of existing research on such issues and summarize the problems in research to explore. Secondly, the establishment of the required port tugboat operator scheduling model. Establish tugboat scheduling model is more complex, depending on the port environment, different constraints, different uphold the optimized conditions, the model is different. In order to ensure operational efficiency, and accuracy of the simulation results, a reasonable mathematical model is very important. On the other hand, for security reasons, only the establishment of adequate model to accurately simulate the actual situation, the scheduling proposal was drawn feasible. Again, Artificial Bee Colony for ship scheduling problem. Artificial Bee Colony is a kind of new heuristic algorithms that are widely used in recent years, the field of scheduling, because it has good convergence, and consistent with the problem solving tugboat scheduling, current research on harbor tugboat scheduling problem, the heuristic algorithm is widely used, but the conclusions in the application exists many restrictions. Artificial Bee Colony is only a trace of the efforts made at the time to break out. Finally, according to Tianjin Port Tug simulation parameters, the author obtains scheduling program, analyze the feasibility of the experimental results and the accuracy of the analysis results.
