With the increase of the number of satellites and the gradual maturity of satellite constellation technology, the burden of satellite communication network is increasing. At the same time, the mutual cooperation between satellites leads to more complex system structure. It is difficult to achieve rapid response of high timeliness tasks simply through ground management satellites. Therefore, satellite systems urgently need an efficient satellite scheduling model. The research focus of this paper is to analyze the satellite scheduling problem from multiple perspectives and establish an integrated satellite scheduling framework. The main contents of this paper include :(1)A two-stage satellite communication flexible scheduling model is constructed for the problem that conventional satellites must face new communication demands when performing communication tasks. The model divides the satellite scheduling process into two stages: initial scheduling before the mission execution and dynamic adjustment during the mission execution.A flexible static mathematical planning model and an Agent-based dynamic planning model are used to solve the satellite scheduling problem.Regarding model flexibility, two reserved resource strategies based on reserved transponders and reserved time slots are proposed, and the execution performance of the two schemes is analyzed through simulation experiments.(2)To address the problem that it is difficult to determine the proportion of resources reserved in the above two schemes,it is found that the reserved resource rate is positively correlated with the number of emergency missions. The emergency missions are not uniformly distributed throughout the year. The number of emergency missions is significantly more in some periods than others, and the situation is approximately the same every year. Therefore,a method of setting the ratio parameter based on time characteristics is proposed.By periodically recording and correcting the data of emergency tasks versus time,a table of values of the resource reservation ratio is obtained, which provides a reference for setting the reserved resource rate.(3)To address the problem that satellite scheduling schemes are not easy to compare, the hierarchical analysis method is applied to the evaluation of scheduling schemes. The total evaluation value is obtained by calculating the multidimensional experimental data of the scheduling scheme, which enables the convenient evaluation of the scheduling scheme. The test scenarios and data in(1)are used to simulate and evaluate the task execution results of the two flexible schemes in the framework, and the evaluation results analyze the rationality of the evaluation method.(4)Based on the Anylogic platform,a comprehensive satellite scheduling simulation platform was designed and developed using Java EE technology, with five subsystems: data input, simulation operation, mission planning, scenario evaluation, and data display, realizing the implementation of scheduling scenarios, mission execution status, satellite operation status, and evaluation of scenarios.
