During the research of Satellite Data Transmission Mode Decision and Transmission Resource Allocation Method oriented to Emergency Observation, with the consideration of the high importance and real-time scheduling requirement of the emergency observation, a framework of the whole satellite data transmission scheduling was established in this paper. Based on this framework, a scheduling model of real-time transmission and playback transmission was established to adapt the increasing tasks, and a method based on improved algorithm of particle swarm genetic was designed to resolve this problem. According to the characteristics of the ground stations’ data transmission resources with the adaptive bandwidth, this paper proposed a scheduling model of ground stations’ data transmission resources and designed a method based on genetic algorithm to resolve this problem. An experiment system of the whole satellite data transmission oriented emergency observation was conducted and achieved.Content of this study and the main results were as follows:1 The scheduling framework of the whole satellite data transmission oriented emergency observation was constructed.This paper analyzed the characteristics of emergency observation and satellite data transmission works in detail, and discussed the difficulties of the whole satellite data transmission scheduling oriented emergency observation. Based on the study of data flow mechanism and process control method a framework of the whole satellite data transmission scheduling was established in this paper, which divided the whole process into the satellite data transmission scheduling and the ground station’s data transmission resource scheduling.2 A rolling decision technology of the real-time satellite data transmission and playback transmission for the increasing tasks was proposed.Due to the increasing tasks and the deficiencies of the traditional batch algorithms for satellite data transmission scheduling, this paper introduced the concept of dynamic scheduling, and established a framework of real-time transmission and playback transmission to adapt the increasing tasks, and designed a method based on improved particle swarm genetic algorithm with the idea of scheme pool which was that when the emergency observation arrived, the original scheme from the pool was taken firstly, and then new scheme was iterated in the former scheme to reduce the number of iterations to achieve the program’s continuation and updates. Finally some experiments were conducted to validate the effectiveness and reliability of the proposed algorithm.3 An approach for the transmission resource scheduling oriented Satellite Observation Data was designed.This paper analyzed the adjustable characteristics of the data transmission order and the flexible bandwidth of transmission resource, and then designed a conflict model of Multi-Ground Stations Transmission Resource, and proposed an resource scheduling algorithm based on Genetic Algorithm. Finally, some experiments were conducted to validate the correctness and practicability of the algorithm.4 An experiment system was conducted based on the research works presented above and finally realized to validate the reliability and the effectiveness of the relative key technology.
