Research On Safety Supervision Of Special Equipment In L City Development Area

Special equipment,as an important equipment related to national economic development and people’s livelihood security,is applied in all aspects of production and life.With the development of social and economic level,there is a trend of more and more quantity and more and more complex parameters,which puts forward higher requirements for the safety supervision of special equipment.Special equipment once an accident,will produce significant property and life loss and very bad social impact,so the party and the state of the special equipment safety supervision requirements and standards are gradually improving,the people’s livelihood of the special equipment safety expectations are also growing with the development of The Times.In this thesis,the development zone of industrial enterprises clustered in L city is selected as an individual case to carry out the analysis and study of the status of special equipment safety supervision.Relevant research results can provide reference for improving the research content of special equipment safety supervision and comprehensive understanding of the status of grassroots supervision,and provide relevant experience for our country to improve the system of special equipment supervision and improve the efficiency of special equipment supervision.First of all,this thesis analyzes the domestic and foreign research trends related to the safety supervision of special equipment through the literature research method,and determines the research focus and direction of this thesis.Secondly,the public data of laws and regulations on safety supervision of special equipment and the documents,inspection records and law enforcement files of special equipment supervision department of L Development Zone were collected.Text analysis was used to sort out and summarize the data.Thirdly,the interview analysis method was used to conduct interviews with personnel of special equipment safety supervision department,inspection institution and special equipment user unit in L Development Zone,and the interview data were coded and sorted out.Based on the above relevant data,this thesis analyzes the status quo of special equipment safety supervision in L City development zone,and uses the interpretive structure model to analyze the relationship between the factors affecting the safety supervision of special equipment in L City Development zone,and then analyzes the problems existing in the safety supervision of special equipment in L City Development zone.According to the interview coding data,the reasons for the safety supervision of special equipment in L City Development Zone are deeply analyzed from the aspects of laws and regulations,force allocation,external cooperation,regulatory responsibility,user level and so on.Finally,using accident causal chain theory,government regulation theory and responsive regulation theory,it puts forward the improvement strategies such as improving laws and regulations system,improving regulatory capacity,improving leadership mechanism,improving external cooperation,using service and regulatory means,and implementing inclusive and prudent accountability mechanism.
