| As a key project in the "Belt and Road" initiative,China Railway Express(CR Express)has developed rapidly since 2011,creating a new pattern of Asia-Europe international transport.In recent years,the economic and trade cooperation between Asia and Europe has deepened,and the scale of CR Express has been expanding with some practical problems,such as low degree of marketization,low degree of resource integration,and backward facilities in countries along the railway,which have extremely affected the logistics efficiency of CR Express.Under these circumstances,it is urgent to comprehensively and effectively evaluate the logistics efficiency of CR Express,analyze the influencing factors and explore the driving paths of high efficient logistics,which is of great significance to promote the sustainable development and improve the overall logistics efficiency of CR Express.At present,domestic and foreign scholars’ researches on CR Express efficiency mainly focus on the operation quality,operation efficiency and opening plan.Relevant studies seldom center on the evaluation of CR Express logistics efficiency,and seldom explore the multi-factor driving paths of CR Express from the configuration perspective.Therefore,guided by efficiency theory,input-output theory and configuration theory,this paper firstly selects indicators from the perspective of input-output to build the super-efficiency SBM model,and measures the logistics efficiency of CR Express from 2011 to 2021 by combing the relevant literature.Secondly,taking 17 provinces with the normal operation of CR Express in 2021 as case samples,fuzzy-set qualitative comparative analysis(fs QCA)was used to investigate the impact of four dimensional driving factors,namely technology application,infrastructure,industry and market,and policy environment,on the logistics efficiency of CR Express,and explore the multi-factor driving paths to improve the logistics efficiency of CR Express through configuration analysis.The results demonstrated that the single driving factor is inadequate,and the "combined influence" of driving factors can further the logistics efficiency of CR Express significantly.There are six driving paths to generate high logistics efficiency of CR Express,which can be summarized into three configurations,named "technology-driven path","policy-driven path" and "synergy-driven path".Under certain conditions,there is a substitution relationship between the combination of driving factors,which further indicates that the logistics efficiency of CR Express has "multiple concurrent causal relationships",and the diversified combination of advantages and disadvantages of provinces eventually forms various paths to high logistics efficiency.Finally,based on the empirical conclusion,four feasible policy suggestions are put forward for CR Express. |
