Case Study On Collaborative Governance Of Zigong General Airport

This article focuses on the contradiction that domestic general airports are still experiencing long-term development obstacles and widespread losses under the strong support of relevant national and local government policies.On the one hand,vigorously encourage the development of general aviation in policy and strive to create development opportunities for general aviation;On the other hand,general aviation,especially general airports in various regions,has long faced difficult situations such as insufficient airport demand,a single source of revenue,and high construction and operating costs.Zigong Fengming General Airport is the first general airport in Sichuan Province to obtain construction approval and operation license after the State Council delegated the approval authority for general airports.In an environment where the development of domestic general airports has been hindered,Zigong General Airport,under the leadership of local governments,has broken through the traditional single entity governance model of self construction and self operation of general airports.In collaboration with domestic aviation universities and airport management enterprises,Zigong General Airport has innovatively carried out multi-agent collaborative governance in the field of general airport management,effectively addressing the insufficient demand for general airports and the shortage of professionals,The long-term and stable operation of Zigong Airport has been basically achieved.Based on the perspective of collaborative governance theory in public management theory,combined with the SFIC theoretical model of collaborative governance,this article analyzes the collaborative governance model of Zigong Fengming General Airport from five key aspects: external environment,collaborative motivation,leadership,system design,and collaborative process.Summarize the external environment for collaborative governance of Zigong General Airport based on industry conditions,policy environment,and the history of cooperation between various entities;Based on the main needs,motivations,and advantageous resources of each entity,the collaborative motivation is analyzed;From the perspective of the government,research measures to effectively exert,enhance,and stimulate leadership;Based on the specific collaborative governance system of Zigong General Airport,the system design is analyzed;Conduct research on the collaborative process of collaborative governance at Zigong Airport from aspects such as building trust,enhancing enthusiasm,and reaching consensus.Through a case study of the collaborative governance model of Zigong General Airport,this article first verifies the feasibility of multiple agents participating in the governance of the general airport;Secondly,extract the successful experience,effective measures,and some shortcomings of collaborative governance at Zigong General Airport;Thirdly,summarize the key factors that affect the realization of multi-agent collaborative governance in general airports;Finally,this study provides some inspiration for local governments in solving the corresponding problems of general airports.
