In the era of rapid industrial transformation and technological change,the continuous learning and development of engineers is of great significance.At present,the United Kingdom,the United States and other developed industrial countries regard continuing education as a key way for engineers to develop professional competence,and adopt various measures to ensure the quality of continuing education.The continuing education of engineers in China has been an outstanding achievement in the long development,but there are still certain challenges in terms of quality.In addition,from the existing researches on continuing education of engineers,there is a lack of macro perspective,and researches related to quality assurance are even more rare,and there is also a lack of exploration of international experience.Therefore,this study mainly adopts the comparative research method,selects the United Kingdom and the United States as the research countries,focuses on the core issue of "how do the United Kingdom and the United States assure the quality of continuing education of engineers",draws on relevant domestic and foreign theories such as continuing professional education and education quality assurance,and searches a large number of factual information to explore the practical measures of quality assurance of continuing education for engineers in the two countries from the perspective of external quality assurance and summarizes experience,in order to provide enlightenment for China.Firstly,this study presents the overview of quality assurance of continuing education for engineers in the United Kingdom and the United States through the description and explanation of quality assurance background,management and specific measures.It is found that the quality assurance of continuing education for engineers in United Kingdom and the United States is mainly managed by the engineering professional regulatory departments,and it is mainly based on the approval or accreditation of continuing education institutions or projects,which are promoted by each subjects in accordance with established standards,methods and procedures.On this basis,this study compares and analyzes the key elements such as quality assurance management,standard requirements,methods and procedures of quality assurance of continuing education for engineers in the two countries,and further discusses and summarizes relevant experience.It is found that there are both commonalities and differences between the key elements of the quality assurance in United Kingdom and the United States,and the government,teaching institutions,professional organizations,employers,and engineers are important quality assurance subjects,each of which bears different responsibilities.The main experiences of quality assurance of continuing education for engineers in the United Kingdom and the United States include as:professional environment breeds quality goals;the engineering supervision department links multiple subjects;standard construction drive method procedures;feedback mechanisms foster a culture of quality and accreditation bodies train evaluators.Finally,this study combs the the current situation and problems of quality assurance of continuing education for engineers in China,and put forward seven enlightenments by drawing on the experience of the United Kingdom and the United States to improve the quality assurance of continuing education for engineers in China: shaping the concept of quality assurance;establish a quality assurance system;clarify the rights and responsibilities of quality assurance subjects;improve quality assurance standards;introduction of quality certification methods;cultivate quality assurance professionals and expand professional organizational capabilities.
