Research On Building Height Control In City Of London

In the stage of high-quality development,the protection and shaping of historic city’s landscape have been paid more and more attention,and the building height control is an important content.Many historic cities in China have the dual responsibility of highlighting local cultural characteristics and meeting the requirements of social and economic development.Therefore,controlling the building height does not mean blindly curbing the growth of building height.How to balance the dual needs of historic protection and modern development is the key and difficult point in building height control.For a long time,the City of London and other foreign historic cities have attached importance to the relationship between protection and development in building height control work.In the past theoretical research and practical work in China,there is no lack of reference to the planning methods of building height control in foreign historic cities,but there is relatively little research on the management mode of building height control and its internal mechanism.In fact,the management method is the direct way to implement the planning method,and the internal mechanism is the fundamental reason for the formation and effectiveness of the building height control system in foreign historic cities.Only by exploring this aspect can historic cities of our country make a reasonable screening and absorption of foreign experience under different social backgrounds.Based on the above considerations,the study takes The City of London in the world,where building height control work started earlier and has been tested by long-term practice,as the research object,combs the whole process system of building height control planning and management,and abstracts the characteristics of building height control system.Based on the specific social background of the City of London,the study further explores the internal mechanism of building height control system in the City of London.On this basis,in order to further serve the building height control work in China,the study introduces the case of the old city of Nanjing,which also started earlier and achieved relatively perfect results in building height control in China,explores the building height control experience formed in London and Nanjing old city under their respective social backgrounds,and comprehensively obtains the content suitable for other historic cities in China.The main conclusions of this study are as follows: 1)the building height control system of London City is composed of planning content and management procedure,showing four interrelated characteristics: regulated,guided,discretionary and cooperative.The regulated and guided building height control not only keeps the bottom line of urban landscape protection,but also leaves room for urban modern development.The discretionary and cooperative deliberation method ensures that reasonable building height decisions are made;2)The specific social background of Britain is the internal mechanism that promotes the formation of building height control system in the City of London.The public property right attribute of landscape restricts the formation of regulated building height control,the urban revitalization and development policy promotes the formation of guided building height control,the defects of market mechanism require discretionary deliberation,the high level of urbanization promotes the cooperative participation of multiple subjects;3)The City of London and the old city of Nanjing have formed their own characteristic building height control systems under their specific social backgrounds.Based on the actual situation in China,this study combines the experience of building height control in the two cities,and makes a reflection on the future building height control in China’s historic cities.
