| Since the reform and opening up of China,the development and growth of China’s automotive manufacturing industry has strongly driven the rapid improvement of the national economy,with the total industrial output value accounting for 10%of the national GDP,and the retail sales accounting for 10.4%of the national total retail sales of consumer goods,with production and sales ranking first in the world while playing an important role in stabilizing the industrial economic growth.On the other hand,the digital economy has become one of the hottest topics under the rapid development,and the automotive industry has been enhancing the communication and cooperation with the digital industry under the technological changes of "electrification,intelligence,and networking".Based on this development background,this paper selects the automotive manufacturing industry,which is a large scale industry and has been cooperating more and more closely with data elements in recent years,as the research object,to explore the impact of the data element allocation in the production process of the automotive industry reflecting the penetration effect and substitution effect on the efficiency,and to provide suggestions for the focus of the subsequent development of the automotive manufacturing industry.On the one hand,the accumulation and allocation of data elements replace the original production input elements through the substitution effect,laying a good foundation for technological innovation with new digital equipment,while reducing the difficulty of information transmission,improving the information transmission capacity,and increasing the efficiency of the use of large-scale inputs;On the other hand,the penetration effect brings about the application of new information and technology,and optimizes the communication and circulation of information through digital means in production activities,thus promoting the knowledge progress and enhancing the allocation efficiency of the automotive industry.In order to verify this view,this paper firstly measures the static efficiency of DEA-BCC with variable payoffs of scale and the dynamic measurement of Malmquist index,and obtains the current situation of the development of knowledge progress,technical allocation efficiency and scale efficiency in China’s auto manufacturing industry by year,province and city,and cluster area in the study time frame,so as to identify the problems and verify the effects of data elements and new technology on the knowledge progress of auto industry.It also verifies the impact of data elements on the knowledge progress of the automotive industry by means of new technologies.On this basis,through the empirical analysis of the data of listed enterprises,it is demonstrated that the data element allocation plays a penetrating effect through the new technology and new allocation methods of industrial digitization,and brings about the promotion effect on the improvement of production capacity and technical allocation efficiency of the automotive industry.After verifying that data factor allocation has effectively improved the efficiency of the automotive industry,in order to discuss the substitution effect of digital industrialization-related sectors on the renewal and iteration of input factors,and to lay the foundation for further data factor allocation activities,this paper analyzes the consumption of upstream industry resource inputs in automotive production activities,and obtains the digital technology categories that they rely on and need to focus on collaborative development in the future.In summary,data factor allocation can promote the overall efficiency of the automotive industry’s production activities mainly through the advancement of knowledge brought about by new technologies and the enhancement of technical allocation efficiency through the strengthening of information transmission efficiency.At the same time,we should pay more attention to the close cooperation of electronic components and other industries,so as to lay a good foundation for better accumulation and configuration of data elements and drive the development of the overall industry chain to enhance competitiveness.In order to assist the automotive manufacturing industry to promote highquality development and transition from the stage of simply enhancing production capacity to enhancing scientific and technological innovation capability and production efficiency as soon as possible,the significance and value of this study is that through the measurement of the efficiency of the automotive manufacturing industry and the empirical analysis within enterprises and among industries,the first is to determine the role of data elements in promoting the knowledge progress and technological allocation efficiency of the automotive industry,and the second can give a better understanding of the future development of technology,the Secondly,it can give advice on the balance between technology,input and allocation in future development,and thirdly,it can give guidance to the direction of development of inter-industry cooperation.
