In recent years,in the context of energy clean transformation,the power system to new power system iteration update,by the "source network,load and storage"integration,power energy supply side,transmission side and load side deep coupling,in the bundle of market-based trading mechanism,the power market will also be more complex participants,thus further change the power energy structure.Therefore,it is necessary to evaluate the power energy structure under the construction of new power systemization,so as to realize the high-quality development of powe r energy structure.The regional power structure quality index can reflect the improvement of efficiency,resource saving’ and low carbon emission in the process of power production,transportation,distribution and consumption in the region,and the power structure quality index can accurately predict and evaluate the power production and consumption level under the integration of "source,network,load and storage",and promote the sustainable development of the new power system.On the other hand,it can reasonably evaluate the overall development level of power grid driven by energy policy,and help the power industry achieve the goal of"double carbon",which is of great significance to promote the healthy and coordinated development of power system.In this case,this paper focuses on the quality evaluation of regional electric energy structure under the construction of the new power system.The main work content,innovation points,and research results are as follows:Firstly,focusing on the dual carbon background and the construction characteristics of the new power system,this paper analyzes the framework of the new power system,and analyzes the basic ways to optimize the quality of the electric energy structure based on multiple energy interaction mechanisms such as"source-source complementarity","source-network coordination"," grid-load interaction","grid-storage interaction",and "source-load interaction" in the new power system.Then,based on the characteristics of the new power system,the factors that affect the quality of regional electric energy structure are studied,and the regional power structure quality index evaluation model with four dimensional goals of"safety and reliability,green and low-carbon,flexible and controllable,and cost-effective" is constructed.Aiming at the application of the regional electric energy structure quality index evaluation model,two application scenarios based on the development stage of the new power system and the integrated implementation path of "source network load storage" are proposed,providing a thinking direction for the regional electric energy structure evaluation under the integrated implementation path of "source,grid,load and storage" in each stage of the new power system construction;Furthermore,an improved combination weighting method based on the independence weight coefficient method is proposed to solve the problem of the inability to handle redundant indicators in subjective and objective weighting methods.Moreover,this thesis proposes an evaluation method based on TOPSIS-grey correlation analysis method,which effectively compares the similarity between the actual state and the ideal state of multi-region electric energy structure quality.In addition,a multi-dimensional objective coupling coordination degree model for regional electric energy structure is proposed to reflect the coupling coordination relationship between the multi-dimensional indicators of each evaluation object;Finally,by collecting relevant index data,the four primary indicators,nine secondary indicators and 28 tertiary indicators from 2019 to 2021 were analyzed and processed for the southeastern coastal S,western W and central M provinces of China,and the evaluation results of the electric energy structure quality of the three provinces were obtained in the order of M,W and S provinces from low to high.Secondly,we evaluated and analyzed the development of the coupling and coordination degree among the four-dimensional targets of safety and reliability,green and low-carbon,flexible and controllable,and economic and efficient of the electric energy structure in each province.The trend of basic coordination changes.Thus,it reflects that under the development of new power system,the coupling degree of "source-grid-load-storage" of China’s power system has been deepened,and it has been gradually applied to all aspects of power production,transportation and consumption,and the interconnection and interoperability between power structures has been strengthened gradually.
