Maintaining real-time power supply and demand balance is the basic condition for safe operation of power system.As China’s power market reform and novel power system construction progress,the reliability of power supply will be affected by many uncertain risks in the actual operation of the system,which requires matching dispatching methods for the new market environment and power supply structure to guarantee the real-time power supply capacity of the power system.In this thesis,we summarize the experience of dispatching methods by studying the mechanism of power balancing in typical overseas power spot markets,and propose a reliability unit commitment mechanism and corresponding mathematical model for China’s current power system,which is applicable to China’s decentralized power market environment,in order to guarantee the power supply reliability of power system and improve the construction of power spot market.The research contents of this paper mainly include:(1)Summarize the mechanisms and methods used to promote power system balance in foreign spot power markets,and analyze the applicability of different methods.Firstly,in order to clarify the mechanism and methods of the mature power spot market to ensure the power balance of the power system,this thesis compares the mature power spot market in terms of organization process,clearing model and dispatching method;secondly,this thesis analyzes the applicability of the power supply and demand balancing methods in different market models in terms of grid structure,dispatching function and other elements;finally,according to the current power system and power market operation in China,this thesis elaborates the applicability of the methods in China’s current power market.Finally,based on China’s current power system and power market operation,the necessity of introducing the reliability unit commitment in China’s current spot market is explained.(2)In view of the fact that the reliability unit commitment is mainly applied in the countries and regions that adopt the centralized market model internationally and there is no practical experience in applying the reliability unit commitment in the decentralized power market,this thesis firstly designs the reliability unit commitment mechanism in the decentralized power market environment that is adapted to the power dispatch system in China.This thesis clarifies the prerequisites and boundary conditions,the organization time sequence and the interface with other markets for applying the reliability unit commitment;secondly,on the basis of the unit commitment and generation plan curves formed by medium and long-term market and day-ahead market transactions,we construct a reliability unit commitment model with the forecasted system load of the dispatching agency as the demand input and the minimum unit adjustment cost as the optimization objective;finally a cost sharing scheme for the reliability unit commitment is designed to form a complete operational system for the reliability unit commitment mechanism,and the proposed model is verified to be able to take into account the fairness of the decentralized market and the reliability of system power supply through the IEEE 30-node standard test system.(3)Considering the development needs of the novel power system,the reliability unit commitment model adapted to the decentralized power market environment which takes into account the uncertainty of renewable energy power is proposed.Firstly,considering the prediction error of renewable power output,the prediction error of renewable power is transformed into uncertain parameters in the model,and the robust optimization reliability unit combination model is constructed;secondly,the model is derived as a mixed integer linear programming(MILP)model with the help of linear decision rules and pairwise transformation to achieve the solution;finally,through the simulation analysis of the decentralized power spot market and system operation,it is shown that the introduction of the reliability unit commitment mechanism in China’s decentralized power spot market can reduce the real-time balancing market settlement cost and improve the power supply reliability,and the proposed robust optimized reliability unit combination model can adapt to the future power system with a high percentage of renewable energy.
