A sound and efficient electricity market supervision system is an important part of the power system and a strong guarantee for the sustainable and healthy development of the electricity market.It plays an important role in improving market transparency,effectively preventing abuse of market power and excessive investment,promoting the healthy and stable development of electricity market.With the continuous advancement of Guangdong’s electricity market reform,it is urgent to establish a sound and efficient electricity market supervision system.This article focuses on the construction of the Guangdong electricity market supervision system to explore a supervision model that is compatible with the design of the Guangdong electricity market.This article compares and analyzes the electricity market regulatory models of typical countries and regions from three aspects: market power monitoring and mitigation,non-market power-related market manipulation behavior supervision,and transmission and distribution investment regulatory mechanisms.It summarizes mature regulatory models in the above-mentioned fields to provide a reference for the construction of Guangdong’s electricity market supervision system.In view of the lack of systematic research methods in the field of electricity market manipulation identification,and considering the operation mechanism of the Guangdong power spot market,this paper innovatively proposes a method for identifying manipulation of the Guangdong power spot market.The model adopts a simulation-based method.It simulates the market strategies that each market member may adopt under the design of specific market rules,calculates and analyzes their income under different strategies,and all the manipulation methods that may obtain excess profits can be identified.In this way,spot market manipulation can be identified and analyzed continuously and consistently.Under the market rules and design framework of the Guangdong electricity market,the improved IEEE 30-node system was used to simulate the above model.The model was applied to the current Guangdong power spot market rules and the Guangdong power spot market rules including transmission rights respectively,and a total of 11 possible manipulation strategies were identified.Based on the above research,corresponding improvement suggestions are put forward for the further construction of a modern electricity market supervision theory and institutional system in line with Cantonese characteristics.
