Research On Coordinated Development Of Wind Power Industry In Beijing-Tianjin-Hebei Region Under ’Double Carbon’ Target

The report of the 20 th National Congress of the Communist Party of China clearly proposed to speed up the development and application of advanced technologies for energy conservation and carbon reduction,form green and low-carbon production methods and lifestyles,and promote the development of green and low-carbon industries.Wind power industry is currently the most advantageous green low-carbon industry,the main economic ’ growth pole ’ Beijing-Tianjin-Hebei has superior conditions for the development of wind power industry,wind power industry in Beijing-Tianjin-Hebei high synergy to promote the transformation and development of low-carbon economy in Beijing-Tianjin-Hebei region.Therefore,thesis innovatively studies the intra-regional and inter-regional synergy level of wind power industry in Beijing-Tianjin-Hebei,and uses the synergy degree model and obstacle degree model of composite system to measure and analyze.The main research contents are as follows :Four subsystems are divided from the four dimensions of wind power industry foundation,industrial innovation,industrial benefit and industrial power,and the evaluation index system of wind power industry synergy is constructed.The inverse entropy method and composite system synergy model are used to calculate and analyze the synergy degree of wind power industry in the three regions from 2011 to2020.The results show that the synergy degree of wind power industry is Hebei,Tianjin and Beijing from high to low.With the change of time,the synergy level of wind power industry in Beijing,Tianjin and Hebei is gradually improving,but the synergy degree of the three places is quite different and the development is unbalanced.From the perspective of wind power industry,the synergy degree between Beijing,Tianjin and Hebei in the four subsystems of industrial foundation,industrial innovation,industrial power and industrial benefit from 2011 to 2020 is calculated and analyzed.The results show that the average value of the synergy degree between the Beijing-Tianjin-Hebei region from high to low is industrial innovation,industrial efficiency,industrial foundation and industrial power.Among them,only the industrial power subsystem is not coordinated,and the other is inefficient coordination,and the synergy degree values of the four subsystems are all low.And the synergy degree values of the four subsystems show a more obvious upward trend of fluctuation,which indicates that among the four subsystems,the synergy level among the three regions of Beijing,Tianjin and Hebei is unstable,but the three regions of Beijing,Tianjin and Hebei have a high level of synergy in the scientific research and innovation of wind power industry,and their synergy degree values are almost above the average.With the help of the obstacle degree model,the main obstacle factors that restrict the coordinated development level of wind power industry in Beijing-Tianjin-Hebei region and between regions are analyzed.The results show that the growth rate of new wind power installed capacity is a common obstacle factor affecting the coordinated development level of wind power industry in Beijing-Tianjin-Hebei region,and the main obstacle factors change with time.In the industrial basic subsystem,the new installed capacity of wind power has gradually increased to a common obstacle factor for the coordinated development of the three regions.In the industrial innovation subsystem,the number of wind power industry policies has gradually risen to a common obstacle factor;in the industrial benefit subsystem,the main business cost gradually rises as a common obstacle factor;industrial power subsystem,the growth rate of new installed capacity is still a common obstacle.In summary,based on the research on the collaborative evaluation of wind power industry in Beijing-Tianjin-Hebei,it is considered that the wind power industry is different from the emerging industries with high maturity such as logistics industry.The synergy degree value in the Beijing-Tianjin-Hebei region is low,and the sample period is basically at the level of inefficient synergy,but there is also some room for improvement.Therefore,based on the analysis results of obstacle factors,thesis puts forward the coordinated development path of wind power industry in Beijing-Tianjin-Hebei,which has important practical and theoretical significance for the development of low-carbon economy in Beijing-Tianjin-Hebei.
