Research On The Governance Of China Urban Mobile Vendors

From ancient times till now,mobile street vendors have always been an important participant in social and economic activities and one of the main promoters of economic development.Once upon a time,street vendors peddling along the way was a symbol of a city which full of human warmth and breath of life.However,with the development of the times,the deepening process of urbanization and the change of national governance mode,the contradiction between mobile street vendors and urban development is also deepening day by day.The convenience that mobile vendors have brought to people has gradually been replaced by various emerging shopping methods such as network shopping、 wechat business,while a series of negative effects on the city appearance and people’s life caused by the non-standard operation of mobile vendors,such as environmental pollution,traffic impact and damage to consumers’ rights and interests,have been gradually amplified,and various contradictions caused by this have become increasingly prominent.In 2020,the Novel coronavirus pneumonia epidemic swept the world with lightning speed,under the influence of this epidemic,China’s economic development has been affected for more than a year,and the employment problem,especially the employment problem of the bottom population,is particularly prominent.In order to make the economy recover as quickly as possible,the central government encourages all localities to develop the stall economy.The development of the stall economy can increase the number of mobile vendors,so as to ease the current tense form of employment.How to manage the floating vendors reasonably while they are increasing greatly,so as to improve the quantity and quality of the floating vendors simultaneously,has brought a great test to the government’s comprehensive management ability.This paper comprehensive using Gerry Stoker governance theory、Good governance theory and Service-oriented government theory as a guide,taking Baotou City as an example,combining theoretical support and practical application,through literature analysis,investigation and observation method,questionnaire survey and contrast analysis,to define the mobile vendors 、 stall economy 、 government governance 、 city management.Through analyzing the governance situation of mobile street vendors before and after the outbreak of COVID-19,and then based on the survey data,analyze the conflict points between the government governance mode and the development of mobile street vendors,referring to the mature governance experience at home and abroad,propose the corresponding solutions: First,from the perspective of government governance,we should change the management concept and innovate the management mode;Second,from the legal level,we should not only affirm the legal status of mobile vendors,but also further improve the laws and regulations of urban management;Third,we should fully mobilize the autonomous consciousness of mobile street vendors and ordinary citizens.and give full play to the autonomous role of mobile street vendors.So as to achieve the dynamic balance between government governance and the basic survival right of mobile vendors,and promote the long-term and harmonious development of stall economy.
