The street vendors, commonly known as "Peddlers", "Hawker" or "Zougui", provide a minimum threshold of employment opportunities for the unemployed, ease the social contradiction in a certain extent, and also play an important role in the urban economic structure. However, street vendors put the goods to the street sides, which resulted in traffic jams and pollution, has become complaint issues from the general public. For a long time people only recognized the negative externalities of the street vendors,and the government took all the administrative coercive measures to prevent the street vending activities. Then the measures were proved to be ineffective and raised conflicts between the government and the street vendors, which developed into another social problem. In recent years, as people figure out the positive externalities of street vendors eventually, the government no longer “blocking”the street vendors blindly, and adopted policies to manage the street vendors, including hierarchical management, inclusionary management and etc. On the one hand the policy regards the demand of both the street vendors and the consumers, on the other hand it reduce the straight conflicts between urban management and the street vendors. Although Huizhou has made beneficial exploration in this respect, but according to the observation and research on the Henanan Park authorized vending site, the amount of street vendors, as well as the compliment and the administrative enforcement resources, has increased in the area since the establishment of the site. It seems to be a myth. Therefore, this paper draws attention to the established vending sites and the inclusionary management measures, analyzes the scientific nature of them, reveals the existing problems and causes, then puts forward the suggestion to improve the management based on the multi-center governance theory, and provides a guidance on the policies and measures of governming street vendors.
