Text Analysis Of Supporting Policies For Small And Medium-sized Enterprises At The National Level In China

Small and medium-sized enterprises(SMEs)have made significant contributions to our economy,such as promoting entrepreneurship and employment,innovating technology,and improving economic structure.The government attaches great importance to the growth of SMEs,and has introduced support policies to solve the problems of SMEs,such as: financing difficulties,poor ability to resist risks,and shortage of funds.However,under the influence of the current international macroeconomic and political environment,the difficulties encountered by SMEs are more prominent.Therefore,the main problem to be solved by the Chinese government is how to promote the comprehensive development of SMEs and prove the effectiveness of the policy.By collecting the support policies for SMEs promulgated by the government from 2001 to 2020,this paper studies the support policies by combining the international situation and the macroeconomic environment.The research method is to use the cluster analysis and the content analysis to analyze the support policies for SMEs.The research goal is to find out the deficiencies in the support policies,and to provide policy makers with reasonable suggestions,so as to promote the development of SMEs.The conclusion clarifies that the proportion of the distribution among the types of supporting policies is unbalanced,the number of implementation rules is insufficient.From the perspective of the distribution of policy makers,policies are mostly formulated independently,and the degree of collaboration between departments is gradually increasing.From the perspective of policy topics,the number of high-frequency policy keywords in each time period has increased significantly,which shows that the Chinese government attaches great importance to the development of SMEs.Secondly,there are obvious differences in the policy priorities and problems that the government pays attention to in different development periods at different stages.From the perspective of policy tools,the types of policy tools used to support policies are comprehensive,but the specific use of policy tools is quite different.The most frequently used tools are supply tools,while environment and demand tools are used relatively less frequently.Therefore,the use of policy tools also needs to balance the proportion and optimize the internal structure to achieve the best effect.Based on the problems existing in the support policies for SMEs,this paper provides the following thoughts for policy makers:(1)Increase the promulgation of laws,measures and implementation rules;(2)Improve the application structure of policy tools,mainly including:increasing support for SMEs Tax incentives,standardize government procurement policies,increase the frequency of use of trade control policy tools,and improve the construction of service outsourcing systems.
