Research On Operation Management Of Rural Water Supply Guarantee Project In W County Based On TQ

As an important project to protect people’s livelihood and win their hearts in China’s rural revitalization strategy,the rural water supply guarantee project has been highly valued by the Party Central Committee,the State Council and other departments at all levels over the years.With the continuous construction and development of rural water supply security projects in recent years,how to continuously and efficiently operate and manage rural water supply security projects has become an urgent problem that needs to be solved by the government management.Based on a comprehensive and in-depth research,this dissertation analyzes the key factors influencing the operation and management quality of rural water supply guarantee projects in W County,and proposes corresponding quality management measures based on the theoretical idea of TQM(Total Quality Management),so as to provide theoretical basis and practical guidance for improving the operation and management quality of rural water supply guarantee projects in W County and similar counties in the southwest mountainous area.The main research contents and results of this dissertation are as follows.Research on the current situation of construction and management of rural water supply guarantee projects in W County.Using literature survey,site visit,meeting interview,etc.,we collected and collated information on the construction status,operation and management institutions,management model,operation and management measures of rural water supply security projects in W County,and comprehensively grasped the basic situation of construction and management of rural water supply security projects in W County.Identification of factors influencing the operation and management of rural water supply guarantee projects in County W.The data and information collected were classified,and the information identified as influencing factors included two categories based on operation and management data and field investigation,and 27 factors influencing the quality of operation and management of rural water supply guarantee projects in W County were finally identified through screening and correction,among which the proportion of problems arising from personnel management was over 60%.Analysis of key influencing factors of operation and management of rural water supply guarantee projects in W County.After analyzing the 27 identified influencing factors,using hierarchical analysis,expert evaluation,Pareto’s law and other methods,we finally came up with 11 key quality influencing factors,which are focused on village water manager,operation and maintenance technicians,operation and maintenance process,and management and care expenses.Suggestions for operation and management measures of the rural water supply guarantee project in W County.In view of the key influencing factors of the rural water supply guarantee project in W County,the management measures and suggestions of the rural water supply guarantee project in W County are put forward from different perspectives of comprehensive,whole staff and whole process in each operation and management link of water source extraction,water quality treatment,pipe network transportation and villagers’ water use.
