Research On Internal Control System Of SHX Power Trading Center Of China Power Grid

In order to implement the spiritual requirements of several opinions of the CPC Central Committee and the State Council on further deepening the reform of power system(ZF[2015]No.9),State Grid SHX Power Trading Center Co.,Ltd.was officially established.After the completion of the joint-stock reform in July 2020,there is no clear plan for how the trading center should operate,and the internal control has always been at the forefront of enterprise development,reform and innovation.Therefore,it is necessary to build an internal control system suitable for the power trading center to make it operate independently and efficiently in the environment of power marketization.This paper defines the related concepts and theories of internal control,and further summarizes the research status of internal control at home and abroad;On the basis of fully introducing the general situation of SHX power trading center of State Grid and the current operation environment of the company,this paper puts forward the existing problems of the company;After analyzing and evaluating the internal control from the five aspects of control environment,risk assessment,control activities,information communication and internal supervision,the risks existing in the operation process of the power trading center are analyzed according to the main business of the power trading center and the basic requirements of internal control,hoping to provide some technical support and reference for the internal control design of the power trading center:Based on the existing analysis,the internal control scheme is designed from four aspects:optimizing objectives,constructing flow chart,improving control measures and constructing risk control matrix:Finally.it puts forward safeguard measures for the smooth implementation of the designed internal control system.
