China’s urban rail transit is in a stage of rapid development,major cities actively implement the bus-oriented development(TOD)strategy,promote the rail transit as the core to lead the station area mixed use,compact development of the spatial model,hoping to inhibit the disorderly expansion of urban space,alleviate urban traffic congestion,balance the operating costs and benefits of rail transit construction and other issues.In the TOD development mode of rail transit along the rail transit line,there has been a problem of land homogenization and high-intensity development in the rail transit station area,which has triggered contradictions and conflicts such as environmental degradation and social fairness,and reasonable regulation of the development intensity of the rail transit station area has become an important issue of concern in the industry and academia.The development and construction of rail transit station area involves the government,rail construction and operation enterprises,real estate enterprises,residents and other multi-stakeholder entities,how to reasonably determine the development intensity of the station area,and maximize the comprehensive benefit while meeting the demands of multiple subjects,has become the core problem of this paper.Based on the interactive connection between rail transit and the land use in the station area,this paper determines the land development intensity regulation target of the station area based on the interaction relationship between the interests of multiple subjects,and constructs a quantitative regulation method based on the multi-objective optimization model,supplemented by the feasibility of the empirical case verification method.The paper first sorts out the theory and current mechanism of development intensity control,and believes that the development of site areas is affected by factors such as spatial layout,market operation,and control policies.On this basis,through the study of the development mode and stakeholder theory of the station area,the core stakeholders in the station area are identified,mainly including the government,developers,rail transit companies and residents,and the interest demands and game relationships of multiple subjects are sorted out.Using the method of system dynamics,the mutual feedback influence mechanism within the boundary range of the transportation and land use systems is studied,the causal relationship between the land use,transportation and economic subsystems is summarized,the dynamic system of the interest relationship between the site area is constructed,and the impact of the development intensity and related regulation and control policies on the distribution of development benefits in the site area is summarized.Secondly,based on the study of the dynamic system of interest relations in the rail transit station area,the correlation relationship of multiple interest relations in the system dynamic model is further analyzed,and it is believed that the interest claims related to multiple subjects reflect the interaction effects of strong positive correlation,general positive correlation and negative correlation on the power chain.Based on the results of the analysis of multi-interest correlation,the development intensity regulation and optimization goal of rail transit station area is constructed from the perspective of stakeholders,and four one-objective optimization models and related constraint sets are established to maximize economic benefits,optimal living environment,balanced land mixed utilization,and traffic passenger flow service maximization.This paper proposes to use THE TOPSIS method to comprehensively solve the multi-objective optimization model.Finally,this study analyzes the intensity of land development in the area of Erqi Road Station of Wuhan Rail Transit Line 1.Aiming at the current situation of the site area and the relevant demands of residents,the optimization model is used to control the development intensity of the site area,and the optimal value of the development intensity of the site area is calculated by using each single-objective optimization model and the multi-objective comprehensive optimization model,and the effectiveness of the multi-objective optimization model and THE TOPSIS solution method constructed in the paper is verified by comparing with the original planning.In addition,in order to quantitatively study the role of volume reward policy,the model further simulates the optimal volume ratio that can be achieved in site areas under different reward volume on the basis of comprehensive optimization solution,and assists in providing development intensity control schemes for site areas more accurately.
