Abstract/Summary:
Water shortage and imbalance between supply and demand limit China’s economic and social development,and improving the efficiency of water resources utilization is an important measure to achieve sustainable use of China’s water resources.In this paper,four aspects are studied from four aspects: measurement and evaluation of interprovincial water resources use efficiency,spatial distribution characteristics,difference analysis and analysis of influencing factors.Based on the panel data of 31 interprovincial administrative regions in China from 2015 to2020,the data envelopment method was used to calculate and evaluate the interprovincial water use efficiency,and the spatial autocorrelation test was carried out combined with the Moran index to study the spatial distribution characteristics.One-way ANOVA and nonparametric tests were used to analyze the difference between the use efficiency of GDP water,industrial water,urban water,rural domestic water,farmland irrigation and cultivated land water,and explore the influencing factors by combining typical correlation models.Lasso regression and stepwise regression were used to screen the factors affecting water use of 10,000 yuan of GDP,and the results of the regression of the two were compared and analyzed.Based on the SBM model,the inter-provincial water use efficiency considering the undesired output was measured,and the effects of the above factors on the average water efficiency and different levels were compared and analyzed by using OLS regression and quantile regression from the aspects of natural factors,economic development,sustainable use level,scientific and technological progress,human quality and enterprise cost.The results show that the national average comprehensive water use efficiency is generally stable during the study period,and the overall water use efficiency in the eastern and northeastern regions is higher than that in the central and western regions.There is spatial agglomeration in water efficiency,and the type of spatial agglomeration is mainly low-low agglomeration.There were significant differences in the effective utilization coefficient of farmland irrigation water,per capita urban household water use,per capita rural residents’ domestic water use and total water use efficiency in northeast,northwest,southwest,central and southeast coastal areas.Industrial structure,water resource endowment,labor factor input in the water industry,population size,environmental regulation intensity and precipitation factors have a significant impact on water use efficiency.The water use efficiency considering undesired output showed an inverted "U" trend of slowly rising first and then decreasing,and the spatial pattern from high to low was eastern,central and western.For areas with low water efficiency,natural factors,economic development level,sustainable use level,scientific and technological progress and humanistic literacy have a significant impact on their water use efficiency.For areas with high and high water efficiency,the impact of natural factors,economic development level,humanistic literacy and enterprise cost is significant.For other grades of water efficiency,natural factors and economic development level are the main influencing factors.Therefore,China’s water use efficiency still has a lot of room for improvement,and the central and western regions need to vigorously develop the economy,strengthen the research and development and utilization of water-saving technologies,refine water use methods,and improve agricultural water use efficiency.Adjacent regions can strengthen regional cooperation and reduce differences in water efficiency.
