Energy is the "blood" of modern economic and social development.It not only promotes the progress of industrial production,but also is closely related to people’s life.Since the 19 th CPC National Congr ess,as China has entered a new stage of socialist development with Chinese characteristics,the energy industry has also begun to move towards high-quality development.In this context,to improve the level of high-quality energy development and narrow th e regional gap is the real essence of promoting the development of China’s energy cause.Based on the Angle of regional differences,this paper first from the clean,low carbon,economic and energy saving,green investment,energy security and stability of four dimensions to build the evaluation index system of the development of high quality,using entropy and TOPSIS method to our country 30 provinces and autonomous regions(excluding Tibet and Hong Kong,Macao and Taiwan)in2003-2019 to measure the energy of high quality development level;Secondly,panel econometric model is used to study the convergence of regional energy high quality development level.Furthermore,the influencing factors of convergence of regional energy high-quality development are analyzed,and the influencing factors are studied by panel quantile regression.The results show that :(1)the energy quality development level of all provinces and regions in China shows an upward trend of fluctuation,and the overall level value shows a t rend of "coastal to inland" decline.There are significant differences among regions and obvious regional imbalance.(2)The stochastic convergence results show that only the northern coastal areas and the middle reaches of the Yellow River have the charac teristics of stochastic convergence,and the gap path of the provinces within the region develops steadily,while the high-quality development level of energy in other regions does not have the characteristics of stochastic convergence,and the gap within the region changes greatly.(3)The standard deviation method and Theil index method are used to test that there is no obvious σ convergence in the high quality development level of energy in China.By region,northeast,southwest and northwest regions sho w obvious σconvergence during the sample period.(4)According to the β convergence research results,there are two types of β convergence characteristics in the high quality energy development level of China during the sample investigation period.Energy consumption structure,industrialization level,industrial structure and technological progress are the key factors that affect the convergence of regional energy development.Points in terms of area,northern coast,east coast,southern coastal,southwest of energy quality development level there are absolute convergence and conditional convergence,under the influence of industrial structure in northeast China conditional convergence,in technical progress factor in the middle reaches of the Yellow River under the influence of conditional convergence,the northwest region under the influence of the energy consumption structure conditional convergence characteristics,The convergence coefficient of β in the middle reaches of the Yangtze River is not significant,and the convergence can not be judged.To sum up,this paper believes that the purpose of China’s high-quality energy development level is to converge to a high level,so energy development and policy making should take into account both improving t he level and narrowing the gap.Overall,we need to optimize the energy mix,To promote the upgrading of energy industry and promote the process of high-quality industrial development depends on technological progress and other elements.In terms of sub-regions,the formulation of differentiated energy policies based on local conditions is more conducive to improving the quality of regional energy development,narrowing the regional gap,and promoting steady convergence to a higher level.
