As integrated joint operations have become the basic operational style of current and future wars,joint operations have put forward new capabilities requirements for command and control systems.In the process of joint operations,the command relationship often adjusts and changes with the development of the battlefield situation and the combat process.If the response and adjustment countermeasures for the command elements are not formed in time,the command effectiveness will be greatly reduced.Therefore,the command elements for the adjustment of the command relationship of joint operations need to be rationally re-allocated,and a reasonable allocation plan need be given through evaluation and optimization to ensure that an optimized command element allocation plan is obtained.To this end,this paper will focus on the evaluation of the allocation of command elements under the adjustment of command relations.The main research contents are as follows:(1)Starting from the urgent needs of the command information system to adapt to the dynamic changes of the command relationship in joint operations and adapt to the dynamic adjustment,the scientific organization of various elements,and the orderly combination,an overall framework for the evaluation of the command element allocation plan for the adjustment of the command relationship is built.The supporting theories used in the research framework are briefly introduced.(2)Aiming at the problem of how the joint operation command relationship dynamically adapts to diversified tasks,a military conceptual model of the joint operation command system is constructed to describe the key military concepts in the joint operation command system,and then the motivations,constraints and logical relationships of the adjustment of the command relationship are analyzed,and then how to rationally allocate and adjust command elements to adapt to this dynamic adjustment are elaborated.(3)The effectiveness evaluation method of the command element allocation plan is studied,the combat network based on the complex combat network theory is modeled,and the unknown factor indicators other than the key factors on the combat side in the traditional effectiveness evaluation method based on information entropy are taken into account and analysed,so that the effectiveness evaluation results are closer to the real combat environment,and the allocation of combat resources is further optimized.(4)Combining case scenarios,the effectiveness of the command element allocation plans are evaluated,the feasibility of the command element allocation strategy based on the adjustment of the command relationship is verified,the allocation elements that affect the effectiveness of combat command are found out,and an optimization direction for the command element allocation scheme is provided,so that the goal of stable operation of the operational command efficiency of the joint combat system is achieved.This paper proposes a set of methods for the adjustment and evaluation of command elements under the adjustment of command relations,and combines the case of amphibious landing joint operations to verify the feasibility of this method,providing theoretical support for the improvement of the command efficiency of the joint combat system.
