Research On Tendering And Bidding Management Of Highway Engineering In Tianjin

Since the reform and opening up,with the rapid improvement of my country’s national economic level,in order to meet the strong growth demand of road transportation,the construction of road projects has been highly valued by the central government and local people’s governments at all levels.On the basis of national unified planning,Tianjin has carried out planned development planning and construction of highway engineering facilities.However,with the in-depth development of the market practice of highway engineering construction,various problems of bidding management appear frequently.In order to ensure the orderly development of the highway engineering bidding market,this paper analyzes the game behavior and demands of all stakeholders involved in the bidding activities,so as to propose countermeasures and suggestions for the bidding management of highway engineering in Tianjin.In this paper,on the basis of sorting out the relevant researches on the bidding management of highway engineering at home and abroad,and analyzing the related theory of bidding management of highway engineering,taking the bidding of Tianjin Jinhan highway project as an example,this paper introduces the bidding management procedure of highway engineering,and points out the risks of illegal and irregular behaviors that may exist in the process of stakeholders and the outstanding problems in management.In order to solve these problems,firstly,based on the stakeholder theory,identify the core stakeholders in highway engineering bidding,establish a power/interest matrix and analyze their violations of laws and regulations.Based on game theory,construct a game model among four core stakeholders,government regulators,tenderers,bidders and bid evaluation experts,and analyze their behavior strategies by solving the model to obtain game results.Secondly,based on the interview method,conduct research on various stakeholders,in-depth understanding of the pain points and difficult problems that need to be solved through the construction of the information system,and sort out the demands of all parties.Finally,based on the previous research,put forward some countermeasures and suggestions to solve the problem of Tianjin highway engineering bidding management.The first is to strengthen the behavior management of all stakeholders,the second is to strengthen supervision and improve the legal and regulatory system,and the third is to implement electronic bidding management methods.
