Research On Regional Coordinated Development Of Chengdu And Chongqing Based On Scale Reorganization Theory

Urban regional development is not only a process of resource accumulation and economic growth,but also a governance optimization process of power reconstruction that is constantly adjusted to follow the changes of fundamental factors such as globalization,decentralization and marketization.In the past 40 years of reform and opening up,on the one hand,the accumulation cycle of capital,labor,land and other factors under the leadership of the state has undergone a sea-like physical landscape reconstruction;on the other hand,the increasing complexity of economy and society needs the corresponding adjustment of space governance system,and constantly reshapes the relationship between space governance subject and power.The regional development of Chengdu and Chongqing has undergone evolution and constantly explored higher-quality regional governance.The " Outline for the Development of the Two-city Economic Circle in Chengdu and Chongqing " issued in 2021 more clearly proposes the governance goal of exploring the separation of administrative regions and economic zones,which reflects the scale reorganization logic of power reconstruction.In view of this,this paper cuts into the scale reorganization theory from the perspective of geography,combines behavior and game theory to analyze the rigid scale reorganization process dominated by administrative districts in Chengdu-Chongqing region and the elastic scale reorganization process such as ’ economic circle ’ and ’ coconstruction park ’(answer the question of why and how to produce),analyze and judge the reorganization strategies and governance characteristics at different scales(answer the question of how to govern production),especially whether the elastic scale reorganization represented by cross-border co-construction parks is a feasible way to take into account efficiency and fairness,and on this basis,think about optimizing the governance strategy for the coordinated development of Chengdu-Chongqing region.The study found that the rigid scale restructuring in the Chengdu-Chongqing region is mainly a two-stage administrative division adjustment that adapts to urban scale expansion and spatial expansion.The process is compatible with China ’s urbanization process,but there is a problem of spatial mosaic fragmentation development.On the one hand,it promotes economic growth in the short term,but also deepens the interest competition between governments in the Chengdu-Chongqing region.In terms of elastic scale restructuring,it has experienced four stages: open and loose cooperation,regional informal cooperation,planning guidance,and comprehensive and coordinated development.However,due to the lack of guarantee system and regional cooperation mechanism,the cooperation effect of regional coordination is low,and the institutionalized platform and discourse mechanism will not be established until 2020;in the co-construction of the park,although the parties actively co-ordination and decentralization,through a series of spatial reconstruction and rescaling,in the market and the government to promote a certain degree of cooperation performance,but its essence is more affected by a series of local behavior and resource allocation efficiency.In the absence of strong intervention from superiors,low-level cooperation will probably occur.In order to improve the performance of cooperation,it is necessary to strengthen the coordination mechanism,improve the matching efficiency and optimize the incentive options,so that the probability of highlevel cooperation strategy is higher.Finally,according to the optimization idea of game analysis,the optimization suggestions for the coordinated development of Chengdu and Chongqing are put forward :(1)Through the optimization of regional planning and governance structure,the incentive of cooperative intention of the park is promoted,and the difference of investment environment at the institutional level of the park is reduced by macro coordination.On the basis of clarifying the boundaries between higher-level government intervention and market,decentralization and empowerment can enhance the enthusiasm of independent development and market cultivation of the park.(2)Under the objective environmental differences such as regional resource endowments,social and cultural differences,and transportation facilities environment,through the effective guidance of the government and the design of reasonable cost-benefit and benefit compensation mechanisms,the cooperation performance of park co-construction is improved,and the risk uncertainty and information asymmetry are reduced.(3)The incentive options are optimized through the diversified design of the performance evaluation system and the optimization of the institutional environment for promoting park cooperation.
