With the rapid development of social economy,the construction of public engineering projects is increasing and construction accidents happen frequently.Whether irregularities of participants or inefficient prevention and control of regulators will bring adverse effect to the production and construction,and the accident reports of enterprises and the accident investigations of relevant government departments also cause a lot of uncertainty.At the same time,with increased awareness of the life and health,property safety,social stability,higher requirements are put forward to reduce project accidents and prevent accidents from spreading,which is the important responsibility of governments at all levels especially the local government in the production safety supervision.Therefore,it is important and urgent to strengthen safety management of public engineering projects.Based on the theories and methods of evolutionary game and governance,behavior and governance of construction accident prevention and control in public engineering projects are studied,so as to realize the safety construction and enhance the ability of accident prevention and control in government and enterprises.Firstly,the generation mechanism of construction accidents is analyzed.The generation mechanism of rule-breaking behaviors of project personnel is analyzed in construction,and the diffusion of rule-breaking behaviors is studied in construction network.Based on the analysis of the diffusion mechanism and individual state transformation relations,the generation mechanism of construction accidents is studied for the accident prevention,and the liability subjects and their relationship are defined.Based on the above analysis,the diffusion mechanism of rule-breaking behaviors,individual state transformation and generation mechanism of construction accident are obtained,as well as behavior and function of the main responsibility especially the government in different stages.The analysis can help construction workers and decision makers to effectively understand illegal operations and control of construction accidents to a certain extent,which can realize and improve production safety.Secondly,the whole process of accident supervision,accident investigation and accident disposal are analyzed.After considering the behavior logic,the behavior characteristic,the interest and the strategy choice of different game subjects in different stages,the game models of the government supervision department,the project responsibility party and the construction personnel are built to analyze the strategy selection in a game system under different conditions.Through the establishment of evolutionary game model in different stages,supervision cost,investigation cost,intervention cost,punishment utility,loss cost,extraneous income,indemnity of accident,acceptance rate,related number,benefit distribution,balanced benefit,control cost,protest cost,public trust and other parameters affect the behavioral strategy selection of each subject in different stages.In order to change the influence degree,the convergence rate,the evolution result and break the original game equilibrium,the corresponding parameters are set according to the models.The selection of behavioral strategy and governance basis are provided for the whole process of construction accident prevention and control.Finally,the corresponding recommendations for the security governance of public engineering projects are put forward.According to the behavioral strategy choice and situation in different stages under different conditions,the representative cases in the three stages of supervision,investigation and disposal are analyzed.Through the analysis of the equilibrium point,stability and balance of interests,the government and other related decision makers can speculate the behavior trend of game subjects according to the proportion of strategy choice,and help related subjects to adjust the corresponding parameters which can guide the other game subjects to choose the behavioral strategies,and the corresponding governance recommendations are put forward from the basic governance level,the government subject level and other subject level.Due to the complexity of accident reason,numerous participants,the cross infection of participants and the imitation of each other,the problem structure and strategy space are changing,and the complexity of the research problem is increasing.The government is the main body of the security governance,and it is also the key to the security governance of construction project.The systematic analysis of the accident cause,prevention and supervision,investigation and disposal can help the government and its relevant departments set the model parameters in the behavior choice which is conducive to the accident prevention and control,and guide other subjects choose the behavioral strategies in favor of social stability and construction safety,and appropriate policies and regulations are introduced according to the corresponding analysis and prediction results,which can provide the theoretical support for accident prevention and control and also provide the interpretation and prediction for the government and other decision makers to govern the prevention and control of public engineering project accidents,and realize safe construction and promote social stability.
