To implement the concept of sustainable development,International Maritime Organization(IMO)implemented the "sulfur limit order" globally in 2020,which stipulates that the sulfur content of marine fuel oil in all sea areas shall not exceed 0.5%m/m.At the same time,the Ministry of Transport of the People’s Republic of China stipulated that the sulfur content of fuel oil used by ships navigating through the Hainan Emission Control Area shall not exceed 0.1%m/m from 2022.This will undoubtedly have a great impact on the domestic coastal container liner transportation.Under the realistic background of increasingly stringent sulfur emission restrictions and the high volatility of low-sulfur oil,the research on speed optimization has become one of the most important strategic decisions of container liner companies to control costs and reduce sulfur oxide emissions and takes into account both economic and environmental protection.This paper reviews the implementation of sulfur emission control policies domestic and abroad,generalizes sulfur emission reduction measures,and analyzes the current appears of domestic coastal container liner shipping.In the short term,the most common sulfur emission reduction measure is fuel switching,that is,fuel with different sulfur content are used in different sea areas according to the requirements.In the long term,both China and the world trends indicate that the Emission Control Area restrictions will improve,in order to establish a long-term effect mechanism,liner companies usually use desulfurization washing technology.On this basis,in accordance with the specific requirements of domestic coastal emission control areas,this paper establishes two domestic container liner speed optimization model under two sulfur emission reduction measures: fuel switching and desulfurization washing,and then designs a Adaptive Genetic Algorithm to solve the problem.Finally,this paper chooses the "Yingkou-Haikou" liner route of Zhonggu Logistics as an example,compares the total annual cost under the two emission reduction measures,and analyzes the results,then makes sensitivity analysis of the fuel price and the navigation distance in the 0.1%m/m Emission Control Area,and to provide the most suitable suggestions for liner companies to choose sulfur emission reduction measures.
