Shipping companies are facing one of the practical problems in low-carbon economy. How to effectively respond to the government's call to reduce carbon emissions and improve the operation plan and management concept has become a necessary condition for the sustainable development of shipping companies. This paper studies the optimization of fleet deployment for container liner considering carbon emissions. With the known idle costs, the consuming quantities of fuel oil for each ship types and port fees of different ship types,a decision-making optimization model with maximum benefits of shipping companies is constructed. The main factors affecting carbon emissions are the government-imposed carbon taxes, port shore power allocation and low sulfur oil emissions control area, that need to be considered by shipping companies.Firstly,it analyses the future development direction of shipping companies under the low-carbon economic situation, and introduces the realistic and theoretical significance of the research. Then,it introduces the relevant theoretical knowledge of container liner transportation,as well as the main operating costs of shipping companies and the related theories of low-carbon shipping.Secondly,it constructs the model of low-carbon container liner routing allocation whether to consider carbon emission or not.An improved intelligent algorithm PSO-SA is designed to solve the optimization model of fleet deployment for container liner. Finally, the rationality and effectiveness of the model are verified by a practical case.Through the research, the main conclusions of this paper are as follows:First, the development of low-carbon shipping is the inevitable choice of future development of each shipping company, how to rationally allocate different types of ships and speed optimization in the low-carbon policies environment,is an important issue to be solved urgently by shipping companies.Secondly, considering carbon emission quotas, liner companies' profits are higher than those without quotas, but the ships allocation has not changed, and the speed of the three routes is higher than that without quotas. As the carbon tax to be gradual increased, liner companies'earnings to continue to reduce. Finally, the government imposes carbon tax on shipping companies, port power construction and low sulfur oil emission control zones will have an important impact on the shipping company's route allocation plan. The government should take full account of the actual situation of shipping companies in decision-making and formulate a reasonable low carbon policy.
