| Strategic projection is an important means to fight for the initiative of strategic campaign and quickly form a favorable situation.It is an important component of deterrence capability and actual combat capability.In order to effectively deal with a variety of security threats,it is necessary to have the ability of multi-directional rapid mobility within the national land,sea border and airspace.Therefore,the construction of a fast and mature sea rail Collaborative Strategic delivery scheme plays an important role in comprehensively improving China’s strategic delivery ability and realizing the close connection and synchronous development of military and civil strategic delivery capacity.Firstly,this paper describes the background,research purpose and significance of the topic,reviews and analyzes the research contents and methods of domestic and foreign scholars from strategic delivery,multi-mode collaborative transportation and location path planning,so as to provide theoretical support for the following research.Secondly,based on the analysis of the basic mode and operation mode of strategic delivery,combined with the characteristics of location routing problem model,considering the relative distance between each assembly site,departure port,landing port and terminal station and other factors,the calculation models of sea transportation time and land transportation time are established by using recursive method,And combine the two to form a strategic delivery optimization model with the shortest delivery time as the goal and considering all factors.Thirdly,according to the characteristics of the model,an integrated algorithm(GTSA)is constructed,which uses genetic algorithm to optimize the selection of transportation mode and port,tabu search algorithm to optimize the route of ships and special trains,and information transfer between inside and outside to realize the final evolution.A small-scale model is used to verify the effectiveness of the algorithm.Finally,taking the strategic delivery of each war zone to the southeast coastal area as an example,the number of personnel and equipment needed for strategic delivery,the number and location of alternative assembly sites,the number and location of alternative ports,the parameters of rolling shipment and special train are set up.The sensitivity analysis shows that:(1)When the amount of the war zone is increased,the time of delivery increases,And the two are approximately linear.(2)When the number of ships increases,the number of the aggregation sites for the combined transportation of sea and railway is increased in the optimal scheme.(3)When the number of special trains increases,the number of railway transportation hubs in the optimal scheme increases.(4)The optimal scheme is about the same as the time of special train,which shows that the total time-consuming is the shortest when the ship capacity and the capacity of the train are balanced.Compared with other algorithms in terms of computation time,running results and stability,the applicability and effectiveness of the proposed model and algorithm are proved.This paper studies the strategic delivery scheme of the sea rail coordinated transportation,which provides the optimization method and theoretical support for improving the comprehensive guarantee system of strategic delivery and broadening the new field of strategic delivery,and is the deepening and expansion of the existing strategic delivery research. |
