With the increasing disputes over maritime rights and interests,the situation in China's surrounding sea areas has been fluctuating.It has become a crucial task to construct the plan of maritime strategic delivery based on land-sea coordination to safeguard the marine rights and interests.However,many potential problems are not noticed in the past and there are few researches about the maritime strategic delivery based on land-sea coordination.Firstly,this paper summarizes the domestic and overseas research status of the strategic delivery,emergency material delivery and location-routing problem.The necessity of studying the optimization of maritime strategic delivery based on land-sea coordination is analyzed.Secondly,the theories and methods of the strategic delivery and the location-routing problems related to strategic delivery on maritime are summarized.Based on the above theories and methods,this paper researches how to construct and optimize the delivery program.Thirdly,in order to meet the requirements of the maritime strategic delivery based on land-sea coordination,this paper analyzes the environment of the delivery destination and the personnel and equipment characteristics to construct the basic structure of maritime strategic delivery based on land-sea coordination from the perspective of the particularity of the natural environment and transportation scheme.Then,combined with natural factors,the optimization model for the maritime strategic delivery time based on land-sea coordination is constructed.Finally,according to the established optimization model,an integrated algorithm is proposed.The proposed algorithm combines the Genetic Algorithm and the improved Plant Growth Simulation Algorithm based on the simulation,and they can run interactively by information transfer.Then,the integrated algorithm and established model are used to solve the example of the strategic delivery on maritime in South China Sea,and the rationality of the model and algorithm proposed in this paper was verified by calculation and application.Compared with Simulated Annealing Algorithm and Genetic Algorithm,and the results proves that the optimization model is reasonable.The results obtained by the proposed algorithm are significantly improved in accuracy,stability and speed,and it proves the applicability and validity of the proposed algorithm and model.In conclusion,this paper studies the characteristics and inherent rules of maritime strategic delivery based on land-sea coordination and expands the research field of the strategic delivery.It provides optimization theory and method for the joint strategic delivery research in China and has extremely theoretical significance.
